PERSONNEL BOARD MEETING <br /> • MASHPEE TOWN HALL <br /> MINUTES OF AUGUST 23, 1982 <br /> The following members of the Personnel Board were present for tonight's meeting: <br /> Robert Sullivan, Chairman, Caroline Gilligan, Curtis Woodbury and a newly appointed <br /> member, David Hardy. <br /> The meeting was called to order at 6:45 p.m. by Chairman Sullivan. <br /> Selectwoman Thomas, Selectman Garland and Joe Murphy, the Executive Secretary, met <br /> with the Personnel Board to discuss the candidates recommended for the position of <br /> Dog Officer/Natural Resource officer. Selectwoman Thomas explained that by submit- <br /> ting only two candidates names for the position and then by withdrawing one of the <br /> candidates from the running was actually making the appointment. She stated that <br /> she was not present to represent any one individual; however, she received a call <br /> from Martin Mcisaac and met with Wendy Servis another candidate. She explained that <br /> Mr. McIsaac felt that he was qualified and should have been asked to come in for an <br /> interview and that he made reference to the fact that Mashpee advertises that they <br /> are "an equal opportunity employer <br /> Bob replied that he checked the applications for qualifcations and that the Personnel <br /> Board does not interview every individual who applies if they don't meet the qualifi- <br /> cations. He said that the Personnel Board does not mind taking a second look. <br /> • Selectwoman Thomas stated that it would be taking a second look after the fact with <br /> reference being made to the candidate who was recommend by the Personnel Board who <br /> turned out to be unsatisfactory. <br /> Bob explained that on paper, the candidate looked excellent; however, upon doing a <br /> reference check, the individual was not satisfactory. <br /> Selectwoman Thomas explained that some candidates can look good on paper; however, <br /> some people are not experts in filling out applications and that by interviewing them <br /> you may find that they are qualified. <br /> Bob asked Selectwoman Thomas if she were saying that the Personnel Board should inter- <br /> view everyone that applies? <br /> Selectwoman Thomas replied "no"; however, .made reference to a candidate, Mr. Silva, <br /> who does not have the experience but has lived with the process as he works for MSPCA. <br /> Curtis made reference to a candidate who was well qualified as she loved animals and <br /> was interviewed. He explained that when asked if she could put an animal down, she <br /> replied that she did not think she could. <br /> Bob replied that she did not even want to handle a gun. He stated that in his feel- <br /> ing, he thought the Personnel Board did a thorough job. <br /> Selectwoman Thomas said that she would like the Personnel Board to recommend three <br /> • names of candidates for the Board of Selectmen to choose from when the interviewing <br /> process is over. <br /> Curtis explained that the Board members make their own recommendations and explained <br /> that he put an individual who he knew to one side as he felt that it might be a con- <br /> flict. <br />
