Personnel Board Meeting <br /> August 23, 1982 Page 4 <br /> • Caroline stated that she thought that the contract took care in inequities. <br /> Joe Murphy explained that the Union contracts have major disparities as it is dog- <br /> eat-dog within the clerical union as they all want their jobs upgraded with sub- <br /> stantial salary increases. The Board of Selectmen feel that there are some problems <br /> with the type of work people are performing and it would be in the best interest of <br /> the town to get consultants from the outside. <br /> Caroline asked to whom they would report. <br /> Joe replied that they would report to the Board of Selectmen. <br /> Selectman Garland stated there was an agreement made between the Board of Selectmen <br /> that they go that route as there are individuals who proclaim that they are over- <br /> worked and underpaid. By going to an outside consultant, there is a better chance of <br /> resolving the situation. <br /> Joe commented that the Union has not said that they would support the findings; how- <br /> ever, they would be willing to hold off until the Selectmen come back with a third <br /> party making recommendations to the town. <br /> Selectwoman Thomas made reference to the part-time temporary help in the Treasurer's <br /> office being paid only $3.90 per hour. She stated that she did not think it was <br /> enough money for skilled help. <br /> Bob mentioned that the Tree Warden's men only receive $3.90 per hour. <br /> • <br /> Selectwoman Thomas pointed out that the Personnel Board recommended paying the Tree <br /> Warden's employees the $3.90. <br /> Bob made reference to George Ryan hiring personnel.without approval of the Personnel <br /> Board and then submitting a voucher to pay his help more than the hiring rate. <br /> Joe commented that any permanent or part-time help should come through the Personnel <br /> Board. <br /> With reference being made to the proposed P.A.P. draft, Bob asked why the Personnel <br /> Board was being eliminated? , <br /> Selectwoman Thomas replied that an attorney drafted the plan with the thinking that <br /> the Selectmen are doing the negotiations. <br /> Joe explained that when .the draft was made earlier this year, the Board of Selectmen's <br /> thinking was that there would not be a Personnel Board as their intent .at that time <br /> was to eliminate the Personnel Board; however, their thinking has since changed. <br /> Bob asked why the feeling changed. <br /> Selectwoman Thomas explained that there was a time over a year ago where the Board of <br /> Selectmen did not feel that the Personnel Board was functioning the way it should. <br /> There was a problem with communication and there were a lot of things which should <br /> • have been discussed. She said that she could not agree 1000/ on everything the Per- <br /> sonnel Board decides and that she would not be a Tuber stamp". <br />
