Personnel Board Minutes <br /> December 13, 1982 Page 3 <br /> • P.A.P. Review, cont. <br /> Attorney Gilman asked that Personnel Board if the plan were to include union <br /> personnel? It was the Personnel Board's feeling not to include Union person- <br /> nel in the plan. <br /> An item of discussion was .the concern of the Personnel Board that various town <br /> offices should be covered by personnel during lunch hours. The Selectmen <br /> agreed to set a policy with the town departments stating that the offices <br /> should be covered during lunch hours. Curtis Woodbury then rescinded the change <br /> to be made in the P.A.P. <br /> A concern of Sel. Thomas that language should be in the plan stating that a copy <br /> of the P.A.P. should be given to every employee .who falls under it and signed <br /> for. The Personnel Board felt that the language needn't be put into the contract <br /> but that a policy be set that it automatically be done. <br /> Discussion was also made as to whether or not the Personnel Board could make <br /> comments to the Selectmen on any changes that they would like to see in other <br /> town contracts. Attorney Gilman replied that comments from various departments <br /> could come to the Selectmen; and if the Selectmenwere to agree with comments, <br /> he could only attempt to get Unions to go along with them. Sel. Thomas said that <br /> she felt that a member of the Personnel Board and Finance Committee should be in- <br /> vited because they deal with money and personnel. She said that everyone should <br /> be aware of the problems and that it should be the Personnel Board's option if <br /> they wanted to attend neogtiations. <br /> • About half way through review of the comments on the P.A.P., Attorney Gilman <br /> said that he could prepare a draft with the changes that the Personnel Board <br /> has indicated if the Selectmen instructed him to do so saving the town time and <br /> money. Sel. Thomas said that she felt that a draft should be prepared for every- <br /> one. Sel_ Garland was in agreement. <br /> The secretary questionned the legaility of the clause under Education in having <br /> an employee remain with the town for a period. of one year after having taken <br /> courses. The attorney said that the language in the contract would give the <br /> employee the option of staying with the town or repaying the town for the courses <br /> if they chose not to stay in the town's employ. <br /> 1983 Budget <br /> Salary levels for non-union personnel classified under the Personnel Administration <br /> Plan should remain level-funded at the request of the Selectmen. This will allow <br /> the town to settle a few union contracts without having a cost-of-living raise <br /> already set within the town. Once a rate is established, funds will. be requested <br /> at special town meeting for raises to non-union personnel. It was noted that there <br /> will be instances where positions will be upgraded under the P.A.P. on managerial <br /> and surpervisory positions taking into consideration that those positions would <br /> not get a percentage increase. <br /> Contracting Dog Officer Position <br /> Discussion was made on the town continuingto contract out the Dog Officer position <br /> • in order to save the town money. It was noted; however, that it is a town by-law <br /> that the Selectmen shall appoint a Dog Officer. The secretary was asked to send <br /> a memo to the Board of Selectmen voicing their concerns with a possible change be- <br /> ing made to amend the town by-law. <br />
