Personnel Board Minutes <br /> December 13, 1982 Page 2 <br /> • Board Secretary Openings <br /> A recommendation for the position of Board Secretary to the Public Works Committee <br /> has not been made to the Selectmen. Presently, Joyce Mason has been filling in <br /> temporarily; however, Mrs. Mason has indicated that she did not want to continue. <br /> The matter is still pending. <br /> The Board was also brought up-to-date as to the progress of applicants for the <br /> Board Secretary position to the Capital Program Committee. The closing date is <br /> December 17. <br /> Memo re: Gordon Peters <br /> The Board of Selectmen at their meeting of December 7, 1982, determined that <br /> Gordon Peters should be paid as a call firefighter when he goes out on a fire call <br /> and if doing repairs on a vehicle in the station, he should be paid as a mechanic. <br /> Performance Appraisal Form <br /> A copy of an appraisal for Varden Kelley by Barbara Hammond was received and read <br /> into the minutes. The appraisal will be kept in Mr. Kelley's personnel file. <br /> Instructional Meeting <br /> By way of a memo dated December 9, 1982 from Selectman Garland, it was brought to <br /> the Board's attention that an instructional meeting will be held at 7:30 p.m. to- <br /> night to discuss the preparation of forms for the Capital Improvement Program <br /> Committee. <br /> • Natural Resource Officer <br /> The closing date for the Natural Resource Officer has ended as of today's date. <br /> Bob asked the secretary to schedule interviews for next Monday, December 20, on <br /> any new applicants qualified for the position as well as those reviewed by the <br /> Board previously. Curtis Woodbury said that he would review the applications during <br /> the week. <br /> Sel. Garland asked the Personnel Board.if they would accept an application from a <br /> person applying for the job if it came in late. It was the Board's feeling that the <br /> closing had passed and that late applications would not be accepted if mailed after <br /> the closing date of December 13th. <br /> Note: Upon receipt of the application referred to by Sel. Garland, it was noted <br /> that it had been postmarked December 10th. Upon review of the application by the <br /> secretary and upon consultation with Curtis Woodbury, Dave Hardy and Caroline, it <br /> was felt that the applicant, Mr. Sanders, was qualified. However, Caroline did <br /> have concerns as to whether the applicant would stay with the town if hired for <br /> the position. Another concern of both Caroline and Curtis was the expense of the <br /> trip from Kansas for the applicant. The applicant was scheduled for an interview <br /> with the understanding that there were no guaranteesfor the job. <br /> Meeting with Selectmen and Attorney Gilman and Executive Secretary <br /> This meeting was held to review changes.made by the Personnel Board in an attempt <br /> to update the P.A.P. at the request of the Selectmen. Reference was made to the <br /> draft prepared by Attorney Gilman, under the direction of the Selectmen, with <br /> Sel. Garland commenting that the Board of Selectmen have agreed to strike out the <br /> • Board of Selectmen and re-institute the Personnel Board in the plan. Attorney <br /> Gilman commented that if the Personnel Board is to continue in the plan, then it <br /> would be necessary to have the Authorization Section left in. <br /> A copy of the breakdown of the review by the Personnel Board was presented to all <br /> referring to changes that were made from the existing plan. <br />
