Personnel Board. <br /> Meeting of Sept . 11 , 1989 Page 4 <br /> Meeting With Selectman Carter <br /> The Board discussed the length of term of office each Personnel Board <br /> member should be appointed and the number of members allowed on the <br /> Board . They advised Selectman Carter that they had requested a ruling <br /> from town counsel which was pending . Board members Sullivan and Turo <br /> expressed concern about their appointments of one year stating that the <br /> P .A .P . speaks to three years each succeeding term after you have started . <br /> Selectman Carter suggested stipulating the length of term that each <br /> Board member should be appointed at the time of reappointment . <br /> With regard to the Police Department Recruitment Policy , the changes <br /> will be sent to Selectman Carter as discussed earlier in the meeting . _ <br /> Discussion also included the Personnel Board articles , with Selectman <br /> Carter saying that the town will be in a shortfall with money . Ben <br /> Lofchie commented that the Town is going to burn out good employees if <br /> they do not get help. Selectman Carter said that he thinks productivity <br /> is not where it should be as employees are seen with coffee and chatting . <br /> Ben Lofchie pointed out that the employee may be on their coffee break . <br /> Selectman Carter said that he would be suggesting that the new Executive <br /> Secretary do a master plan and come up with projections where departments <br /> are going.. Leo Turo commented that each department head should have an <br /> organizational chart . <br /> Chairman Sullivan commented that the Board used to get direction from the <br /> Selectman as to special projects . He mentioned that the department is <br /> currently working on an employee handbook . <br /> Manuel Glickman suggested that an efficiency study be done by departments _ <br /> Leo Turo commented that priorities and standards need to be set . <br /> Permit Office <br /> Selectman Carter advised the Board that he ' had talked with Selectman <br /> Jacobsen regarding the hours of the permit office andthe future, plans of <br /> that department as to which budget the permitting would come under . He <br /> said that they were leaning to cutting the office hours for the fall and <br /> winter months . <br /> Chairman Sullivan suggested hiring a person and giving them the hours and <br /> if the workload is not in the Permit Office , then use the person like a <br /> floater . <br /> � y <br /> Selectman Carter said one of the problems was that no one took responsibil- <br /> ity for the permits . Leo Turo commented that a location which was com- <br /> puterized could handle it . <br /> Jane Stockbridge commented that they were doing a disservice calling . it a <br /> Permit office commenting that Building permits and other permits are is- <br /> sued elsewhere . <br /> The Personnel Assistant was asked to do some research with the Towns of <br /> Barnstable and Falmouth to see how other towns handle their permitting . <br />
