PERSONNEL BOARD <br /> MINUTES OF SEPTEMBER 24 , 1990 <br /> MASHPEE TOWN HALL - <br /> The following members of the Personnel Board were present for tonight ' s <br /> meeting : Chairman Robert Sullivan , C . Ben Lofchie , Manuel Glickman and <br /> Jane Stockbridge . <br /> Chairman Sullivan convened the meeting at 6 : 051p .m . - <br /> Regular Monthly Meeting Night 1 - <br /> Jane Stockbridge moved that the Personnel- Board hold regular meetings on <br /> the third Monday of each month , with additional meetingstobe called as <br /> needed according to the open meeting policy rules . Ben Lofchie seconded <br /> the motion . Manuel Glickman asked why Jane moved for regular monthly <br /> - meetings and wondered if the change was brought about because. of the new <br /> regime . Manny commented that he thought the Board accomplished quite a <br /> bit : He said that the needs of the Personnel Board have been cut down and <br /> wondered if the Board has reached apoint .that they are not important <br /> enough . <br /> Jane Stockbridge commented that some times you can wait . a little while to <br /> do some of the things . Manny replied that even when the Board met fre- <br /> quently, they did not have enough time such as reviewing salaries from <br /> other towns as to whether we are high or low . He said that it is bother- <br /> ing him regarding the weak ,position that the Board has got themselves into . <br /> Little by little , we are weeding out the Personnel . Board . The Personnel <br /> Assistant reports to the Board and the Executive Secretary . He wondered if <br /> he is wasting his time . <br /> Jane Stockbridge asked if he felt that was bad? Manny replied "no , but <br /> that he is trying to bring out what is happening and if it is good for the <br /> Town . " He said that . it seems that they lost too much authority without <br /> causing friction between them and the Executive Secretary . <br /> Manny commented that he planned to vote in favor of the third Monday of each <br /> month . <br /> Bob Sullivan commented that the Board met twenty-six times last year . He <br /> told the Board that he was leaving for Florida in October . He said that he <br /> would like to start having the third Monday meetings in January . <br /> Ben commented that Jane could take over while he was away . <br /> Jane Stockbridge asked if it was harder to remember the third week instead <br /> of the first week . She commented that the Board should meet at least once <br /> a month . <br /> All in favor of the third Monday of the month . <br /> Position Classification Study <br /> Jane Stockbridge advised the Board that we are going to re-do all job <br /> descriptions for P . A . P . employees. She would be coordinating it with the <br /> Personnel Assistant helping . She said that they would look at every posi- <br /> tion and re-evaluate it and when it comes to decide , the Board will -have to <br /> have extra meetings . Jane advised the Board members that she sent out a <br /> position description questionnaire . <br />
