PERSONNEL BOARD <br /> MEETING OF APRIL 30 , 1990 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present : Robert W . <br /> Sullivan , C . Ben Lofchie , Manuel Glickman , Leo Turo- and Jane Stockbridge . <br /> Chairman Sullivan convened the meeting at 6 : 02 p -m . <br /> Personnel Board Minutes <br /> Manuel Glickman moved to accept the Personnel Board minutes of April 2 . <br /> . Leo seconded . Jane Stockbridge requested that an addition be made to <br /> the minutes to give the reasons why the Board voted for a sixth step . <br /> Manny Glickman moved to accept Jane ' s addition . Leo seconded . All in <br /> favor of accepting the minutes with the addition . <br /> Cost of Living Article <br /> Chairman Sullivan said that in follow-up to the telephone vote taken to <br /> recommend a 2 % cost of living and' staying with 5 steps., we need an offi- <br /> cial motion at tonight ' s meeting : Manny Glickman moved to continue with <br /> the five steps and add a cost of living with 20 ; Leo seconded the motion ; <br /> however, commented that he does not think it will survive the town ' s <br /> budgetary, practices and procedures . Manny Glickman commented that he <br /> thinks itis a safer course to follow . Ben Lofchie said that he was not <br /> in favor of it commenting that one union is now getting 4% cost of living <br /> and school has in their budget a ' 6% increasef� and he feels that those that <br /> work bnder''the Personnel Administration Plan should not be penalized . <br /> Jane Stockbridge asked what the secretaries in the union get . Ben Lofchie <br /> said that they are currently negotiating . <br /> Chairman Sullivan said that after the telephone vote , we changad� the vote <br /> from a sixth step . In talking with a member of the Finance Committee and <br /> the Executive Secretary , both said that they are going to recommend a 2% <br /> cost of living for the school and lay-off if more is voted . They will <br /> stick with thisonclerical , fire and police . Kevin Harrington said the <br /> negotiations will be delayed and he was not going to back off . Chairman <br /> Sullivan said that in talking with some of the employees , they are willing <br /> to go along with the recommendations of a 2 % cost of living due to fiscal <br /> restraints . <br /> Chairman Sullivan went on to say that we have to forget the 4% cost of <br /> living for the D . P.W . as we are only going to get 2 % . <br /> Ben Lofchie said that he never voted forit and is still against it . <br /> Jane Stockbridge said that she would vote for 2% and not for 4% . Ben <br /> Lofchie asked about the employees at the fifth step? Chairman Sullivan <br /> said that they will get something with the change. made between Steps 4 <br /> and 5 due to .the fact that the schedule needed to be adjusted . <br /> Leo moved for the Board to vote on 5 steps plus 2 % cost of living . Manny <br /> seconded the motion . Jane , Bob , Manny and Leo voted in favor of the <br /> - amendment of articles 4 and 5 . Ben voted against it . <br /> Chairman Sullivan asked Ben if he was .going to stand up at Town Meeting <br /> against the article . After some discussion , Ben agreed to'';move the <br /> article and Jane agreed to second the article on the floor at Town Meeting . <br />
