April 30 , 1990 . - - Page 2 Waterway Administrator Position Selectman Gottleib met with .the Personnel Board to discuss the reasons why they want to combine the Harbormaster , Shellfish and Herring Warden into one department . - He said that he has been the one pushing it and wanted to do it a couple of years ago.. The combination will provide a level service towhat they gave last year and increase efficiency . It will take two department heads -- one full-time and one part-time : There will be four seasonal full-time waterway assistants . - It will keep hourly assistants that helped out in both departments andyouwill end up with 14 less people . SelectmanGottleibsaid that it will pick efficiency back up -- rather than have a Shellfish Constable and a Harbormaster , you would have one person doing both jobs . He said that they are looking tomake the change at a special town meet- ing to have it filled at an annual. Discussion centered around the omnibus budget. -- the selectmen ' s budgetincludesdepartment consolida- tion ; theFinanceCommittee recommendations did not combine in their . budget but they do support it , Selectman Gottleib told the Board . Selectman Gottleib said that the support of the Personnel Board would be appreciated and helpful . ,Manny Glickman asked if .there are any negatives and what are they . Selectman Gottleib said that the comments have been that .the two. functions do not belong together . He said that it works in fourother towns -- Bourne , Harwich,, Orleans and Eastham . Selectman Gottleib said that the Town of Mashpee has been working on a . harbor management plan for ,1 '� years . They have an adopted plan for the annual in the Fall ,„for mooring areas , shellfish areas , policing , etc . You would not have separate departments to have it one way or another . Selectman Gottleib said that we should not have professional personnel to have disagreements with one another . Comments have been that he has trying to- make the change too fast , He said that there will be a transi- tion period. The current personnel would still do their jobs . Manny asked if he were saying none of the individuals could do the whole job? Selectman Gottleib saidthat there is an inside candidate capable of doing the job . Someone asked why they didn ' t oversee Conservation . Selectman Gottleib said that you could extend this tobea Natural Resource Department and bring Conservation in . He said that Jeff thought there was a possibility of . some efficiency . There is also a possibility of a Planning and a Natural Resource Department . Leo Turo said that he has a hard time correlating the harbormaster and shellfish position . He said that he does not agree with Selectman ' Gottleib ' s proposal . Chairman Sullivan questionned the savings by combining the departments . He commented that they will need moresupportpersonnel , they will need an office , a computer , a piece of property and security for material . He asked where they expected to put the moorings? Selectman Gottleib said that the D . P .W . has secured space . He also mentioned that Kevin has an offer to utilize property for boat storage in Waquoit and they are looking into Popponessett ,
