Personnel Board <br /> Minutes of April 2 , 1990 Page 2 <br /> P .A .P . Changes , cont . - <br /> Discussion centered on the fact that two special police officers are now <br /> requesting to join the town ' s. group health insurance plan. The Treasurer ,- <br /> Anne Shaw , does not feel that they are permanent employees and has called <br /> for a ruling from Town Counsel . Ben Lofchie asked if they arecalled <br /> Special Police officers. The Assistant told him that they were . She men <br /> tioned that these Special Police officershavebeen working in a full-time <br /> capacity since February , 1989 . Leo Turo suggested that they wait for a <br /> ruling from Counsel.. Bob agreed . Jane Stockbridge commented that they <br /> need . to make some of these specials regular full-time employees . <br /> The Board addressed a memo from Pam Davis , Director of Assessing , stating <br /> that they would like to add one hour per week to the part-time clerk ' s <br /> weekly schedule changing her hours from 14 to 15 hours weekly in order <br /> that she beeligibleto receive vacation leave and sick time, as now being <br /> offered to all personnel working 15 hours or more weekly . ( Ben Lofchie <br /> stepped down during -discussion ) . <br /> Manny Glickmansaidthat he thought the intent was to hold the money down . <br /> Jane Stockbridge wondered if they needed her for that extra hour . Chair- <br /> man Sullivan suggested sending a memo to the Selectmen asking them if this <br /> was their intent . He said that the Selectmen should be aware of what is <br /> starting . Manny said that we should ask them to give us direction . <br /> The Board also discussed a request from Mae Lofchie to carry over her <br /> vacation allotment into the next fiscal year due to the fact that she took <br /> a leave of absence just prior to the new changes in the P .A . P . ( Ben Lofchie <br /> stepped down during discussion ) , - <br /> Manny Glickman moved to extend Mae Lofchie ' s vacation time into the next <br /> fiscal year . Leo Turo seconded the motion . All in favor . <br /> Cost of Living vs . Sixth Step <br /> At the request of Kevin Harrington , theBoarddiscussed the possibility of <br /> adding a sixth step to the P.'A . P . ' s Appendix A Salary Schedule instead of <br /> following through with their original recommendation of a 4 % cost of living <br /> increase for . P .A . P , employees . <br /> Ben Lofchie commented that the P . A . P . employees should not be penalized . <br /> We should still recommend a step increase and a 2% or 4% cost of living . <br /> Referring to the meeting with the employees , Jane Stockbridge 'commented <br /> that the employees did not care about their cost of living as much as they <br /> wanted their step increase . Jane said that adding a sixth step would <br /> .guarantee every eligible employee step increase .this year and would be more <br /> likely to be passed at town meeting than a four percent increase in the <br /> schedule . Then next year , we could pursue raising. the schedule with a good <br /> argument that it had not been raisedfortwo years . <br /> Chairman Sullivan said that one thing they made clear to Kevin is that if <br /> anyone else moved , the P ,A . P . employees will move . Kevin assured them that <br /> everyone will be treated the same . Chairman Sullivan said that he did not <br /> mind a .sixth step if everyone else has a sixth step . He said that he <br /> would like to know if everyone :else is doing this (referring to the unions ) . <br /> Ben Lofchie said that he thinks good executive employees should get their <br /> raise . <br /> Leo Turo commented that to annex a sixth step is sort of hurrying things. . <br /> He suggested holding with the 4% cost of living recommendation . <br />
