PERSONNEL BOARD <br /> MINUTES OF MARCH 12, 1 990 <br /> MASHPEE TOWN HALL <br /> The following members of the Mashpee Personnel Board were present : <br /> Chairman Robert Sullivan and Jane Stockbridge . Leo Turo called , how- <br /> ever , he could not make the meeting tonight as he was tied up in the <br /> Town of Shrewsbury . <br /> Chairman Sullivan convened the meeting at 6 : 05 p .m . <br /> Personnel Minutes <br /> Chairman Sullivan moved to approve the Personnel Minutes of March 5 . <br /> Jane Stockbridge said that she had no. problem with approving the, mi_nutes . <br /> In Leo Turo ' s absence , Chairman Sullivan said that Leo Turo was ins-favor <br /> of accepting the minutes. <br /> Job Description - Waterway Coordinator <br /> The Board reviewed the drafted job description of the Waterway Coordina- <br /> tor forwarded from the Executive Secretary for their comments,. This job <br /> description was drafted in anticipation of consolidating the functions <br /> of the Harbormaster , Shellfish and Herring Warden departments . <br /> Chairman Sullivan commented that he had a concern regarding the Minimum <br /> Qualifications calling for a High School Diploma and/or two .years work <br /> experience . He said that he felt the job should require a Bachelor of <br /> Science Degree commenting that the current Shellfish Constable holds a <br /> B . S . Degree . Jane Stockbridge agreed that the job description should be <br /> reworded to require at least an Associate Degree and the work experience . <br /> Chairman Sullivan said that he reviewed the job descriptions of both the <br /> Harbormaster and Shellfish positions and that he felt the abilities and <br /> knowledge should be similar in the Waterway Coordinator job description . <br /> He commented that the person should be strong on marine biology and boat- <br /> ing . Chairman Sullivan questionned whether the town would save money by <br /> combining the positions . He commented that the current Harbormaster is <br /> earning $16 , 000 and that the Shellfish Constable is earning about $25 , 000 . <br /> The Harbormaster has .the storage facilities which would becostly for the <br /> town to replace . <br /> Chairman Sullivan commented that the job title is not right , but did not <br /> offer another title . He questionned who was on the. Waterway Committee . <br /> Discussion centered on the wording in the job description regarding the <br /> recruitmentscheduling and scheduling of various Waterway Assistants . <br /> Chairman`Sullivan wondered if the Personnel Board would be left out of the <br /> hiring process . Jane Stockbridge said that the wording is a general thing <br /> with all management positions and that most employers have someone who <br /> screen people . Chairman Sullivan said that the Department Heads review the <br /> application's with the Personnel Board currently . He said that he did not <br /> think itwas too good if the recruitment was their responsibility as they . <br /> wouldbe recruiting their friends . <br /> Jane Stockbridge asked how Chairman Sullivan felt about this being two <br /> people commenting that it seems shellfish and boating people disagree . <br /> Chairman Sullivan said that it is -a problem . Jane commented that if it is <br /> under one person , they will. either go one way or the cther way . Chairman <br /> Sullivan felt that you should have someone who has interests on both sides -- <br /> recreational and commercial . <br />
