i <br /> Personnel Board Minutes Page 2 <br /> Meeting of March 5 , 1990 <br /> PositionofData Processing Coordinator , cont . <br /> Leo Turo pointed out that , you have to have confidentiality in the Personnel <br /> office . <br /> - <br /> With regard to the issue of software , Kevin Harrington asked what the Board <br /> recommended . .Leo Turo mentioned that Lotus .. L, II , or III is the best in <br /> the country as it is 'IBM compatible and compatible with any other computer . <br /> Meeting With Town Employees <br /> In attendance at this meeting were : Margaret Carmichael , June Daley , Diane <br /> Rommelmeyer , Paul Sommerville , Helene Defoe , Lynn Waterman , Diane Lund , Bob <br /> Connell , Joyce Mason , Deborah Costa and Amy Mosley (arriving towards the <br /> end of the meeting ) . The employees. .met. with the Board expressing concern <br /> over the 'step increase and cost of living increases for next fiscal year . <br /> Chairman Sullivan started off the meeting by advising the employees that <br /> the Finance Committee indicated they will not know anything about the <br /> revenue until after the first of the month . <br /> Paul Sommerville told the Board that when Jeff Nutting was here , there were <br /> suggestions made at the Board of Selectmen ' s meeting about a 4% maximum in- <br /> crease : He said that itstruck a cord and they didn ' t like the scenario . <br /> Chairman Sullivan passed out a copy of a memo from Jeff Nutting relative to <br /> the Board of Selectmen ' s vote of a maximum salary increase of 4% (either <br /> step or cost of living ) . <br /> Paul Sommerville said that the general opinion,. is that the Personnel Board <br /> has done a good job . They realize that they are not in a union ; however , in <br /> the past they have been treated the same as union employees and they hope it <br /> will continue . He said that they see a year with three unions coming in for <br /> negotiations . ..They hope that they will not be forgotten in the process and <br /> that the equitable treatment will continue . <br /> Paul went on to say that the employees feel thattheP . A . P . is their contract . <br /> They were hired under it . Language intheplan refers to step increases . <br /> Paul asked the Board what exactly a step increase meant - a merit ,raise or <br /> something -that separates them from other employees? <br /> Chairman Sullivan told the employees that the Selectmen wanted the Personnel <br /> Board to get a .merit program together for the P . A . P . employees (which they <br /> did ) . He said that at one time the only thing employees were getting was a <br /> cost of living increase . Bob said that he put something together and then <br /> the M .M .A . was hired to do a review of the salaries . However , in answer to <br /> Paul ' s question';,; . Chairman Sullivan said that the step program is a merit <br /> for good people starting on the bottom andworking up.. <br /> Chairman Sullivan said that they got out of control because of evaluations . <br /> The union people were getting a step without the evaluation . Evaluations . <br /> were not signed and employees had not seen the evaluation . - <br /> Paul Somerville said that they are looking at either a step or cost of living <br /> but they don ' t feel they can be lumped together . He reviewed the fact that <br /> 39 employees out of 49 . employeeslare not at the top step . He said that if <br /> there is no, cost of living , they won ' t receive anything and he does not <br /> think you can lump 'the step program with the cost of living . <br />
