PERSONNEL BOARD MEETING OF FEBRUARY 12 , 1990 MASHPEE TOWN -HALL The following members of the Personnel Board were presentforthe meeting : Chairman Robert W. Sullivan , C. Ben Lofchie , Leo Turo and Jane Stockbridge . Chairman Sullivan convened the meeting promptly at 6 : 00 p .m . Annual Evaluations The Board reviewed annual performance evaluations of Susan Lochiatto , Kathleen Makunas and Gail McNabb . Ben Lofchie moved to accept the three employees annual evaluations . Jane Stockbridge seconded . All in favor . The Board also noted that the Board of Health approved the Assistant Health Agent ' s evaluation ( Orin Evans ) noting "Areas for Improvement " were to "Keep Smiling , Be Happy and Don ' t Worry" ! ! ! Benefits for Non-Standard P .T. Employees The Board reviewed a memo dated January 23 from the Executive Secretary rela- tive to benefits for non-standard employees ( -20 hrs . ) . The memo stated that the Selectmen accepted the recommendation of the Personnel Board and asked that they proceed with holding the necessary hearing date . The Person- nel Assistant advised the Board members that all the changes for the Personnel Administration Plan were currently being reviewed by the employees until February 28 . The Board set the date of March 12 to hold a hearing . Annual Evaluation of P .A .P . Employees The Board reviewed a letter dated January 22 from the Executive Secretary ask- ing to meet with the Personnel Board to discuss the process of annual perfor- mance of P .A .P . employees . The Executive Secretary pointed out that he has some procedures and forms to establish annual goals/objectives , and later evaluation performance that he would like to use for Department Heads . The Board asked that the Executive Secretary , Kevin Harrington , be scheduled ,to meet with them on February 25 . Article Review The Board reviewed the four articles submitted by them for Annual Town Meet- ing (1 ) a 4% cost of living increase for P .A .P . employees classified under Appendix A; (2 ) a 4% cost of living increase for P .A .P . employees classified under Appendix B; (3 ) an upgrade to the Appeals Board Secretary to an Admin- istrative Secretary and (4 ) an increase of hours for the Personnel Assistant and a change in job title . Ben Lofchie has been designated to move the articles at Town Meeting . Jane Stockbridge will second the movement of the articles . Upon review of the articles , Ben Lofchie asked that the article for the Appeals Board Secretary being upgraded to an Administrative Secretary state nineteen hours weekly commenting that every position in town has hours as- signed to it . With regard to the Personnel Assistant ' s increase in hours , the Board was ad- vised that it would be effective January 1 ,1991 . Ben Lofchie commented that it should be effective on July 1 , 1990 . The Personnel Assistant pointed out that they would not be looking for money appropriation in the article and
