PERSONNEL BOARD <br /> r <br /> , <br /> MASHPEE TOWN HALL <br /> MEETING OF FEBRUARY 26 , 1990 <br /> ' r <br /> The following Personnel Board members were present for tonight ' s <br /> meeting : Chairman Robert Sullivan , C . Ben Lofchie , Leo Turo and <br /> Jane Stockbridge . <br /> Chairman Sullivan convened the meeting at 5 : 30 p .m . for the purpose <br /> of discussing proposed changes of the Personnel Administration Plan <br /> . and a Performance Evaluation System for P .A . P . Employees with the <br /> new Executive Secretary , Kevin Harrington . <br /> Personnel Board Minutes <br /> C . Ben Lofchie moved to accept the Personnel Board minutes of <br /> February 12 , Jane Stockbridge seconded . All in favor . <br /> Proposed Changes of the Personnel Administration Plan <br /> The Executive Secretary listed several concerns in a memo dated <br /> February 13 to the Personnel Board of which the Personnel Board re- <br /> sponded ( see attached correspondence ) . <br /> Kevin Harrington advised the Board that he was looking for consistency <br /> on the language throughout the Personnel Administration Plan . - <br /> He asked about a seasonal employee and what classification they would <br /> fall into . Chairman Sullivan advised the Executive Secretary that a <br /> seasonal employee is a temporary employee . <br /> With regard to the new proposed language on the appointment of Board <br /> members , Kevin asked that the language be more generic as he is working <br /> on a broad policy to standardize_ the appointments for all . He spoke of <br /> a recent problem on the appointment to the Conservation Commission . <br /> Chairman Sullivan told Kevin that the Personnel Board got a policy ac- <br /> cepted by the Board of Selectmen because of a problem that the Personnel <br /> Board had when a ''vacancy occured . There were two candidates applying <br /> for the vacancy and the Personnel Board was only aware of one candidate . <br /> Jane Stockbridge spoke about the term of office for Board members and <br /> that the appointments should be staggered which has not been the case . <br /> Other items discussed were clarification on 780 hours (which is 15 hrs . <br /> weekly times 52 weeks ) , a one-year probationary period , language on <br /> employee education and what a regular employee is versus a part-time <br /> employee and a temporary employee . <br /> Comments from Jane Labute on the proposed changes were also reviewed by <br /> the Board with regard to census and election workers as to what category <br /> they would fall into . The Personnel Assistant advised the Board that <br /> she had talked with Jane Labute and that the census workers would fall <br /> under temporary help (as they always have ) and the election workers <br /> would be classifiedunderan Appendix C , which would be a referral sheet . <br /> Kevin Harrington asked about the status of a hearing date for these <br /> changes . The Personnel Assistant advised that the hearing would be . <br /> scheduled for March 12 . Chairman Sullivan commented that responses or <br /> concerns were due in by February 28 . The Personnel Assistant mentioned <br /> ' that the effective date of implementation of these changes was still not <br /> determined . <br />
