Personnel Board Meeting <br /> Minutes of February 26 , 1990 Page 3 <br /> Performance Evaluation System , cont . <br /> commented that you would evaluate managers who are supposed to be doing <br /> the evaluations . <br /> Kevin Harrington said that he would spend time sitting down with Depart- <br /> ment <br /> art- <br /> ment Heads and there would be training of what the program is all about . <br /> He would strive to get everyone participating in this program . <br /> Chairman Sullivan commented that the worstevaluatorsare the Selectmen . <br /> The leadership then falters down to Department Heads . <br /> Kevin commented that what makes this system work is that the Board of <br /> Selectmen have to participate in the program _ It is part of a profes- <br /> sional- personnel system to establish priorities . <br /> Chairman Sullivan commented that he felt the Executive Secretary should <br /> evaluate all Department Heads . Ben Lofchie asked how much time he would <br /> spend with Assessors . Kevin commented that he would not suggest estab- <br /> lishing goals for elected people : People who work directly for the <br /> Board of Selectmen , he should evaluate . <br /> Ben Lofchie commented that when the evaluation process was implemented , <br /> they had good intentions ; however , it was taking too much time for the <br /> Executive Secretary . The Selectmen were to do it and people didn ' t do <br /> it . The Selectmen are not here everyday . <br /> Kevin said that he hopes to have Selectmen delegate it to the Executive <br /> Secretary for the people that fall under the scope of the Board of <br /> Selectmen . <br /> Ben commented that he might be busy and may not have the time . Kevin <br /> agreed that demands do not go away ; however , if he knows what the goals <br /> are , he is less concerned about the day-to-day aspects . He is more con- <br /> cerned about the global aspects . It gives department heads commonality . <br /> He said that he feels you have to make the time because when you pull in <br /> goals and objectives , you pull in overall framework -. He said that the <br /> evaluation process would become part of everyday business . <br /> Kevin said that he would talk with the Board of Selectmen as to his role <br /> in the evaluation process . Chairman Sullivan mentioned that when Peter <br /> Lawrence was Chairman , each department had to define goals and objectives <br /> three to four times a year ; however , once he was no longer Chairman , the <br /> process did not continue . Kevin commented that the process has to be <br /> taken more seriously . Chairman Sullivan said that the word that comes <br /> up is "consistency"_. <br /> Ben Lofchie said that if the Selectmen put it on Kevin Harrington ' s <br /> shoulders , they would review the forms further . Kevin commented that <br /> he was not locked into forms . <br /> Leo Turo suggested keeping the forms brief as they become . too wordy , too <br /> cumbersome and people become bogged down . It needs to be simplistic . He <br /> said that he felt it is very achievable ; however , does not think Select- <br /> men should be part of the evaluation process . Kevin commented that you <br /> would try to define very simple goals. _ <br />
