PERSONNEL BOARD
MASHPEE TOWN HALL
MEETING OF OCTOBER 15 , 1990
The following members of the Mashpee Personnel Board were present for
tonight ' s meeting : C . Ben Lofchie , Manuel Glickman and Jane Stockbridge .
Acting Chairman Stockbridge convened the meeting at 6 :00 p .m .
Minutes of September 24
With regard to the minutes of September 24 , Manuel Glickman requested that
the minutes be .clarified to make it clear that he expected the Executive
Secretary to channel all things through the Personnel Board . Manny com-
mented that the Executive Secretary should not arbitrarily take over nor
should any individual accept a project without discussing it with the Board .
Regarding the position description review , Jane Stockbridge commented that
she asked the Executive Secretary in the meeting : "What is this supposed to
be? " "Am I going to be an outside consultant or do this project as a member
of the iPersonnel Board? " Kevin Harrington responded that it is a Personnel
Board project .
Manny commented that in judging the things , it was the way it was handled .
Jane said that is why she made the motion to have one meeting a month so
things could be discussed .
Manny asked to what extent Kevin Harrington is over the Personnel Board?
Ben responded that Kevin asked the Board of Selectmen for all Boards to be
under him which was granted . -
Ben Lofchie motioned to accept the minutes of September 24 with the correction
requested by Manuel Glickman . Manuel Glickman seconded . All in favor . -
Position Description-Project +,
Jane Stockbridge advised the Board members that upon review of the job descrip-
tions , it was noted how many different, formats there were . She is recommend-
ing a more standard description format . (At this point , Jane showed samples
of the various job descriptions )._. She commented that it is easier to evaluate
positions by formatting . • A sample' of a formatted position was presented to the
Board for their review' and comment . t
The Personnel ,Assistant advised the Board that Chairman Sullivan had reviewed
the sample position before leaving on his trip'. He questionned whether the
word ."seasonal " was needed .
Ben Lofchie commented that temporary to him is for three to .four months . On-
call means that they are in need until called again . Jane commented that
on-call is a temporary status . . She said that she felt the words "on-call" and
"seasonal " define the position a little more . All Board members agreed that
the words should be left on the format .
Jane asked that the 'text under "Identification of Position " be indented .
Manny suggested that every form be coded and dated . Jane agreed that a date
belongs on every thing we do . Discussion centered on what number the form
should have on it with a suggestion of the 11200 " range as other Personnel
forms are coded 11201 " and "202 " .
Ben Lofchie motioned to accept the format as presented with the corrections .
Mannuel Glickman seconded . All in favor .
