e LEISURE SERVICES ADVISORY COUNCIL MEETING
r . September 7, 1994
TOWN HALL
'resent: Absent: Also Present:
Elisa Meunier George Costa Gus Frederick
Linda Young Morgan James Peters
Ron Roberts
Maureen Paxton
MaryAnne Gibbs
I. Opening of Meeting - Elisa Meunier opened the meeting at 6:41 PM in the
Town Hall.
II. Secretary Report - MaryAnne Gibbs made a motion to approve the minutes of
August 15, 1994. Ron Roberts seconded.
Motion Carried.
III. Communications -
1. Youth Commission Meeting - The Youth Commission has recently been
approached by the steering Committee of the '"Together We Can" group,
and would like to meet with the Leisure Service Advisory Council to
coordinate '"Together We Can". Ron Roberts is concerned that there is
excessive duplication of jobs. Maureen Paxton spoke of the town
reorganization recommended by the Youth 2000 Study, which was never
implemented - and indicating a need for a Human Services Director.
A motion to table the discussion until a meeting with the Youth
Commission was made by Ron Roberts, and seconded by MaryAnne
Gibbs. Motion Carried.
IV - Reports -
A. Old Business
1. By -Laws. Discussion centered around the need to amend our
present By -Laws. A recommendation was made to have the Leisure
Service Director report back during the next meeting with proposed
changes, if any. Members were also asked to talk to the Director
with any changes, as well. Additional discussion centered around
defining areas of Human Services, if any, the Department would be
responsible for. An additional topic regarding the use of the
Community School Revolving Account was discussed. The fact
that our Department is offering Educational programs, and
expanding on them, indicated that there may be a need to meet
with the School Committee to prove the necessity of our
utilizing this account. We are providing an income surplus with
the Recreational Revolving Account, and we are providing
educational programs. The School Committee would still need the
three signatures, and no change of this policy will be asked for.
Further discussion will be held at our next meeting.
