' w <br /> JR/SR HIGH SCHOOL BUILDING COMMITTEE Page 3 <br /> MINUTES <br /> TUESDAY, JUNE 22 , 1993 <br /> APPRAISAL INTERVIEWS : <br /> DALAND & O 'LEARY: <br /> Mr. O'Leary employs two full time research assistants , five <br /> appraisers and three secretaries . His firm is located in the <br /> town of Brewster. <br /> Mr. O 'Leary indicated that a title exam is necessary to <br /> begin the appraisal process. Assistance is also required from a <br /> surveyor or land planner such as Mr. Fudala , the Town Planner. <br /> A title search is necessary to begin the eminent domain <br /> process informed Mr. O 'Leary. To appraise values , topographical <br /> and wetlands mapping should also be included . <br /> Mr. Mills estimated the title exam to cost approximately <br /> $5 ,000. The sum of $45 ,000 remains funded for appraisal <br /> services . <br /> Mr. Jones indicated that the appraisal process is a two <br /> phase process. One of which is the Town Meeting approval phase <br /> and the other, the actual taking phase. <br /> • Mr. O 'Leary indicated that it would cost $30,000 or less to <br /> complete the appraisal process. He recommended to include a not <br /> to exceed price estimate on the Town Meeting Warrant for <br /> October. The final appraisal would then be ready for review in <br /> November if his firm is selected . <br /> 5 : 15 p.m. COLEMAN & SONS APPRAISAL GROUP: <br /> Martin Coleman was present to discuss his review of the <br /> appraisal process. Mr. Fudala briefed Mr. Coleman on the two <br /> proposed sites to be appraised . <br /> Mr. Coleman employs sixteen personnel in his firm located in <br /> the town of Waltham. Nine of which are appraisers, the remaining <br /> are support personnel . <br /> Mr. Coleman indicated that he has done some work in <br /> Mashpee . He has represented Field ' s Point in successful <br /> litigation. Eighty percent of the work done by Coleman involves <br /> litigation. <br /> Mr. Coleman indicated that his firm is available and capable <br /> to meet the September deadline for October Town Meeting. <br /> • <br />
