•
Committee opens the bids are they legally accepting them and who
should do that, this Committee or the Selectmen?
The Committee decided they are choosing who is best to hire, and
making a recommendation to the Selectmen. The selection is
through this Committee with their recommendation and the
Selectmen approve the funds .
It was determined that the unopened bids were in Town Clerk Jane
Labute' s safe and she was gone for the day.
Carl Franceschi from DRA joined the meeting.
The Committee explained the problem with the bids. Mr.
Franceschi had a copy of their bid letter. It was the
Committee's opinion that as long as the letter is identical it
should be valid.
Paul Griffin made a motion that the Committee make a
recommendation , and present it to the Board of Selectmen on
Thursday, to accept the DRA bid. (The Committee did not act on
this motion until later in the meeting) .
r. Franceschi explained they use a standard AIA contract.
Arbitration is often stricken from the contract and that is
• acceptable to them. He will simultaneously fax a draft copy of
the contract to both Town Hall (Bob Whritenour) and Town Counsel
for their review.
Bob Whritenour reminded Mr. Franceschi that at this point it is
just a conceptual design. DRA should be careful not to do
anything that would prohibit them from bidding the next phase of
the project. They have to demonstrate the feasibility of the
site, that is all .
Chairman Dinizio explained to Mr. Franceschi the Committee will
be asking for the whole appropriation for construction at town
meeting. How much detail does DRA need to come up with an
estimate? Mr. Franceschi stated if the School Department has a
program and knows the number of pupils, there is a maximum
reimbursable cost per square foot from the State and if they have
a good idea of the site costs, i .e. sewage treatment plant, they
can come up with a budget without any design of the building.
Ms. Murtha explained to Mr. Franceschi this Committee has been
given a mandate to recommend 1 site and asked what the time line
is like for making that decision? Mr. Franceschi stated about 8
to 9 weeks. They will spend 5-6 weeks on both sites and then
collectively make a decision on which of those to sites to focus
on. Appraisal figures may take on a great importance also.
• The Committee mentioned to Mr. Franceschi that Fields Point has a
proposal for a fine arts center comprising 10-15 acres of the 151
site which is being considered for the high school .
2
