Joe asked if the Committee should take another vote?
Peter explained the problem is the Committee needs 3
recommendations.
Bill Jones said the Committee did have 3 contestants but one was
eliminated upon further examination.
Bob Whritenour joined the meeting at 4: 20 p.m.
Mr. Dinizio asked Mr. Whritenour who the Selectmen liaison is?
He responded Mr. Vacarro and Ms. Caffyn have been sharing the
duties.
Mr. Griffin stated the only representation this Committee gets is
from other town staff. We have met for 40 weeks and how many
weeks have the Selectmen been here?
This Committee needs 1 point of contact. More than one creates
miscommunication. This Committee needs the full cooperation of
the Board of Selectmen and the Executive Secretary to help
facilitate this project.
Mr. Whritenour agrees we need to clarify the roles and
responsibilities. This Committee submits a recommendation to the
awarding authority and they make a decision. He does not know
what they will do in terms of a decision .
Mr. Griffin stated the question is will they make a decision.
They have a track record. He feels there is some alternative
means in this process - maybe they don ' t want the school open in
1996 . We should not waste this Committee' s time each week, many
members put in numerous hours between meetings. He does not want
to put in all this work to find there is a hidden agenda and that
is what he feels is happening.
Mr. Whritenour stated there is an issue in front of us involving
specific designer selection tasks. Go through the process,
determine the concerns of the Selectmen, present the
recommendation to the them and focus only on that. The ball is
then in their court.
Mr. Whritenour presented copies to Committee members of the
Designer Selection Procedures. It requires this Committee
provide a list to the Board of Selectmen of no less than 3 firms
in rank order. We are almost to that point but have not reached
it. There is 1 more step needed. The Board of Selectmen will
probably ask that the Committee conduct an additional round of
interviews, adding firms which have not yet been interviewed and
then deliberate on that whole body .
Mr. Dinizio asked if there is any legal jeopardy to change the
present rank order?
Mr. Whritenour said town counsel said there is no legal liability
on the town now what so ever. The Committee is well within their
rights to conduct additional due diligence and create any rank
order.
2
