CONSTRUCTION PROGRESS <br /> Paul explained he has spoken with the bonding company regarding Stone' s non <br /> compliance and they are waiting for a response from Stone. Legally, they <br /> have no ability to force Stone to do anything unless the town declares <br /> Stone in default. It would have a devastating effect on Stone if we did <br /> pull the bond. <br /> Paul gave his opinion on the direction the Committee should go . Stone has <br /> picked up the pace but it is hard to tell to what extent . <br /> Should the town consider the next step? (to pull the bond) . <br /> He would like to hear from everyone, architects, project manager, clerk and <br /> then wait to the next meeting which should give Stone time to mobilize. <br /> Peter asked Joel what SMMA' s position is , does he think they should pull <br /> the bond? <br /> Joel said that would be the last recourse . <br /> Peter asked if this performance is a-typical of other contractors? <br /> Joel said it is not . Some contractors get behind schedule but then pick up <br /> the pace and finish on schedule . <br /> Paul said despite the letter to the bonding company, he is not sure the <br /> situation is any better today. He receives 4-6 faxes every day on <br /> deficiency issues. There is not enough manpower on the job. <br /> Peter asked if we would benefit with different management? He does not <br /> want to punish Stone for past mistakes. <br /> Paul agrees, he does not care what happened yesterday, he only cares about <br /> what is happening today. <br /> Peter reminded the Committee that any final decision on this issue will be <br /> made by the Selectmen. <br /> Paul said this Saturday was the first Sat. with any substantial crew. <br /> Monday, with the snowstorm, there was a substantial crew which was a <br /> positive sign. <br /> What has to be determined is the percentage of the job left to do in man <br /> hours , to finish it . It might not be doable . <br /> Stone has missed every one of their December 8 schedule targets . <br /> Bill said at the last meting they promised certain things to be done, were <br /> they? <br /> Paul said they promised the whole building would be closed in by next <br /> Wednesday - it won't be done. <br /> Ian said if the bond is pulled, the time delay could be excessive. <br /> Paul explained because the bond is not being pulled for financial <br /> management reasons , the bonding company would bring in a manager and use <br /> Stone personnel while the bonding company would hold the purse strings. The <br /> bonding company would then collect from Stone any extra costs to complete <br /> the job. They said the day after receiving the default letter from the <br /> town, they would have a project manager on the job. <br /> It is not as catastrophic as it seems, to pull the bond. <br /> 2 <br />
