DUTIES AND RESPONSIBILITIES OF SCHOOL COUNCILS <br /> (Summary) <br /> Duties and responsibilities of School Councils: <br /> A. Pursuant to MGL Ch, 71, Sec. 59C school councils are required <br /> (Ed Reform Act of 1993). <br /> B. This is a commitment to improving the school and providing support <br /> in shaping policies and programs at the school. (Site-based decision- <br /> making) <br /> C. Assist the principal in preparing and implementing the School <br /> Improvement Plan. Members play a role in shaping the school's <br /> achievement of the professional development and parent <br /> involvement goals. <br /> D. Members have a responsibility to set goals and plan budget for <br /> school improvement. <br /> E. Parent members are selected by the parents of students attending the <br /> school. <br /> F. Teacher members are selected by the teachers in the school. <br /> G. Non-school members are recruited by the principal. <br /> H. Main responsibilities of the council address four major areas: <br /> 1. adopting educational goals for the school consistent with <br /> local educational policies and statewide student performance <br /> standards <br /> 2. identifying the educational needs of students <br /> 3. to assist the principal in reviewing the annual school building <br /> budget <br /> 4. formulating a School Improvement Plan <br /> I. School Improvement Plans are submitted to School Committee. <br /> J. Meetings of School Councils are subject to Open Meeting Law per <br /> MGL <br /> 1. Hold meetings in public <br /> 2. Post notice of each meeting at least 48 hours prior to meeting <br /> 3. Keep minutes including date, time, place, members present <br /> and absent, actions taken <br /> 4. Adhere to a quorum (defined as a majority) <br /> K. It is recommended that a council make decisions by consensus or by <br /> majority rule. <br />
