A further appeal is possible to the School Committee if the Superintendent's response is not <br /> satisfactory. A hearing shall be conducted by the School Committee within four weeks of <br /> written notice of an appeal. The student and/or parent may be represented by an advocate of <br /> his or her choosing to cross-examine witnesses and to present evidence. Written notice of the <br /> decision will be furnished to the student and/or parent. <br /> A copy of the Massachusetts Student Record Regulations may be obtained through your <br /> school principal. <br /> If you have any questions regarding these regulations, please feel free to contact the principal <br /> of your child's school. <br /> SPECIAL EDUCATION <br /> Chapter 766 of the Acts of 1972, amended Sec. 28, is an educational reform law whose <br /> purpose is to guarantee equal education opportunity for all school-age children requiring <br /> special education. <br /> The law provides for the referral to an Evaluation Team of any student who is unable to <br /> progress effectively in a regular school program. In addition to parents, the team can be <br /> comprised of a nurse, school counselor, psychologist, principal, and regular classroom <br /> teacher. <br /> The Team convenes to review the evaluation of the students to determine eligibility for <br /> services and develop an educational plan which is responsive to his/her individual special <br /> needs. <br /> SPECIAL EDUCATION PARENT ADVISORY COUNCIL (SEPAC) <br /> GOALS AND PURPOSE <br /> • To provide representation of all parents and/or legal guardians of children eligible <br /> to be enrolled in the Special Education Program. <br /> • To serve as an advocate for all children with special needs. <br /> • To provide a medium for parents,professionals and citizens to exchange <br /> information, ideas and experiences. <br /> • To recruit volunteer services from parents and community resources to meet <br /> identified needs. <br /> • To provide input into planning programs for special needs children. <br /> • To foster a positive attitude toward the Special Education Programs within the <br /> community and the individual school district. <br /> • To inform and educate the public about Special Needs plans and programs. <br /> • To petition for or against legislation pertaining to children with special needs. <br /> • To promote the coordination of existing services for children with special needs <br /> among local, state and federal agencies. <br /> 35 <br />
