Tom said there are State laws regarding betterments and taxes and there is not much flexibility. <br /> Nate said with Home rule, anything is possible, starting with the Board of Health which is a powerful <br /> body. <br /> Title 5 was not envisioned to protect estuaries. Usually homeowners do not want to handle their own <br /> waste and if it is not properly managed, nitrogen will still go into the ground. There is concern for <br /> potential for disease-it could be a serious health threat. Incinerating toilet, en masse create odors and <br /> are considered an impractical solution. <br /> Tom wondered if requiring all homeowners to have a composting toilet is enforceable-it would have <br /> to be voluntary. Where does that nitrogen go? <br /> Brian Howes added that incinerating toilet use a lot of fuel. Park service uses them in remote locations. <br /> There is an odor issue. It is not a panacea. There is liquid waste to dispose of. <br /> S&W can determine a cost of all household to use composting toilets. <br /> Ken Malloy asked for clarification on scope of scenario. <br /> Tom said they will not be based on timing but based on meeting the ultimate target. The first round <br /> will not include costs, those will be refined to 2-3 scenarios which will include costs. <br /> John Fitz, homeowner in Mashpee. He is has been working on a wastewater treatment system for years <br /> and it is now completely design and assembled; will be tested in June and July. He described how it <br /> works. Will be seeking permitting in July. He suggested the members visit the test site which is in <br /> Mashpee. He has been working with G Heufelder at the County and will provide him with results. <br /> Ed Baker asked: <br /> - will we run scenarios to build out? Yes <br /> - will there be a defined value going back into the ground/discharged?Yes <br /> - he would like to see the work done by subwatersheds instead of priority areas and planning zones <br /> which seems to be the way it is going. <br /> Ken Malloy asked why costs will not be associated with first scenarios? Cost should come into the <br /> equation as soon as possible. <br /> Tom Cambararie, Cape Cod Commission, congratulated the sewer commission on their work to date. <br /> Use of MEP data is exciting. This is cutting edge work which will be replicated elsewhere on the Cape. <br /> Requires an identifiable process to identify the scenarios. He offered the assistance of the <br /> Commission's water resources department to condense down some of the numerous permutations. <br /> Ed Baker thought they would run the model only for the best scenario and those results would tell you <br /> where you had to adjust-it would be a series of model runs not in parrallel. <br /> Jeff explained the commission will choose 5 scenarios and a model will be run for each, in parallel for <br /> the first round. <br /> Tom said it will be dependent on the commissioners' and engineers'judgment. <br /> Tom Fudala's initial list of ideas for scenarios: <br /> 1. a. Traditional sewer system using treatment plants, ignoring use of existing private system <br /> b. Focus on use of existing systems and expand them. Large section of top priority areas are <br /> already sewered. <br /> 2. Nitrex technology <br /> 5 <br />
