MASHPEE SEWER COMMISSION
JUNE 19, 2007
MASHPEE TOWN HALL
Members Present: Tom Fudala, Matt Berelli
Also Present: Pio Lombardo
The only agenda item is to discuss/resolve proposed contract with Lombardo and Associates.
Proposed contract language is based on the Stearns and Wheler contract, and has been approved by
Town Counsel.
Members reviewed the scope with Mr. Lombardo. Scope is a conceptual Nitrex scenario plan, meeting
the TMDLs. Study area is entire town of Mashpee and entire Popponesset Bay watershed and Waquoit
east watershed.
Monthly meetings to coordinate the work with S &W and the Sewer Commission.
Listing of items Mr. Lombardo needs:
Parcel information: Planning Dept has it. For the other towns, S & W will need it as well, coordinate
with them.
Bedroom information: Tom asked how important that was if we have actual flows?
Pio said it's not that essential, title 5 is based on bedrooms. Assessors would have it if needed.
Tom said S & W is using Mashpee water district records for flows.
Pio said sewer design uses average number of people times average gallons per person per day. He will
review the available information.
Will have to project for build out—using average of 3 bedrooms as standard.
ArcView files on soils, natural attenuation areas or sub watershed basis.
Pio said MEP makes allowances for natural attenuation by sub watershed. Why sewer areas with
natural attenuation.
Tom said they are crediting ponds with 50%, rivers with about 35% attenuation.
S & W does not have information on location of natural attenuation sites or groundwater contours
USGS did time of travel zones but not for Waquoit watershed. Pio will make contact with USGS.
Town of Mashpee has topo maps but Tom does not think Falmouth has it in GIS, Barnstable probably
does and unlikely Sandwich does.
Pio said, S. & W.'s table 8-2 discusses non wastewater loads, he said it may be less expensive to deal
with non point sources with the barrier system. Determine where the non point source is being
generated from.
Tom is concerned about that impact also; MEP and the Commission may have more standardized
information on that.
Tom said for larger developments, monitoring wells were required (Willowbend, Mashpee Commons).
There is a plume of highly concentrated nitrogen coming from Mashpee Commons, based on the
monitoring wells from Windchime.
Deliverables:
For each parcel a statement of solution, if any, that parcel would have of the 5 options.
