Tom asked, if a cluster system is recommended, will Pio look for a parcel to put the system on? How <br /> will he decide between cluster and individual system? <br /> Pio said the first criteria is how much nitrogen has to be removed <br /> - can groundwater treatment system be used, very inexpensive <br /> - can individual system be done there-depending on lot size and if environmentally sensitive(i.e. <br /> Wetland <br /> If individual system cannot fit, has to be off site solution. <br /> In some watersheds, everyone needs 100% of nitrogen removed. <br /> There is a total mass of nitrogen that must be removed from the overall watershed. Can mix it between <br /> sub watersheds as long as the total is removed. <br /> Pio said the interest rate used must be agreed upon and be consistent with Stearns and Wheler. <br /> Tom asked how the town could convince homeowners to install individual systems? <br /> Pio said it is an interesting question. There is an equity issue. Everyone is contributing to the nitrogen <br /> load. Equitable"charging" for the system will be a challenging issue. <br /> 7 copies of the report will be delivered. <br /> Pio said it is advantageous to submit an interim report/ls`draft with existing conditions and the <br /> summary information he will be using. <br /> He can complete it within 2 months of receiving the data. <br /> Matt wants to be sure Pio and Stearns and Wheler's scope match up so, Pio should give S & W a first <br /> draft of the data he is using as well. <br /> ** Matt made a motion to approve the contract with Lombardo &Associates for $4,000.
