''CSS <br /> S71a EGO" MINUTES OF MEETING — February S. 2011 <br /> Attendance: <br /> Commissioners: Stephen Marques, Peter Thomas, and Richard York <br /> Others: Richard and Diane Cook, Brian Kehrl (Mashpee Enterprise), Brian Wall <br /> (Attorney for Leslie Caffyn) <br /> Convene Meeting: 7:00 PM <br /> Approval of Minutes: January 11, 2011 —A motion to approve the minutes was <br /> made by Marques and seconded by Thomas. Vote—unanimous for approval. <br /> Public Comment: (none) <br /> Shellfish Constable's Report: <br /> Shellfishing activity continues in Great and Little Rivers, Hamblin Pond and <br /> Mashpee Neck. We have a boat at the Town dock in Little River and one at New <br /> Seabury Marina. Americorps members have been working on propagation gear. <br /> Water quality is good. The Cape Cod Water Resources Restoration Project <br /> (CCWRRP) grant for this year is for construction of the new road runoff <br /> catchment system at Mashpee Neck Road, and design of the Santuit Pond dam <br /> and fish ladder. The Santuit Pond project construction phase is for 2012. The <br /> proposal to the Massachusetts Environmental Trust to fund solar circulators to <br /> control the algae bloom in Santuit Pond was rejected. <br /> Old Business: <br /> Richard Cook Shellfish Aquaculture License(Grant)— <br /> Richard J. Cook, Jr. presented copies of a,Mashpee Shellfish Aquaculture <br /> License Application, letter to the Board of Selectmen, and map for the proposed <br /> one acre site in Popponesset Bay. The application and map were incomplete <br /> lacking a statement of the type(s) of shellfish to be grown and there was no chart, <br /> topographic map or engineered plan. Brian Wall, Attorney for Leslie Caffyn the <br /> property owner next to the proposed site, asked for more time to review the <br /> project. He was not able to get any information from Town Hall and did not get a <br /> reply to a letter that he wrote to Richard Cook. The Shellfish Commission did not <br /> receive the application until this meeting. Stephen Marques made a motion to <br /> approve the site, but not the application because it was incomplete. The motion <br /> was seconded by Peter Thomas. Vote— unanimous in favor. <br />
