Special Town Meeting <br /> 6/27/83 <br /> Page 12. <br /> Section 9.6: Add entire new Section 9.6 as follow: "DESIGN REVIEW COMMITTEE - A Design <br /> r• Review Committee shall be established to advise the Planning Board and <br /> � . Board of Zoning Appeals on matters of architectural and design concern in <br /> the review of applications for special permits for developments in the R-4, <br /> C-2, I-1, C-1, C-1-SV Incentive, and C-1-0 Incentive Zoning Districts. <br /> Architectural and design concern shall include but not be limited to: site <br /> planning, building placement, building size, design compatibility, exterior <br /> appearance, construction materials and finishes, parking and roadways, land- <br /> scaping and site grading, building entrance and exit placement and signs. <br /> The Design Review Committee will sit with the Planning Board and Board of <br /> Zoning Appeals in any public meetings dealing with development proposals in <br /> the R-4, C-2, I-1, C-1, C-1-SV Incentive, and C-1-0 Incentive Zoning Dis- <br /> tricts. The Design Review Committee may call special meetings of its own to <br /> review applications. Findings of the Design Review Committee shall be ad- <br /> visory to the Planning Board and Board of Zoning Appeals. Full power for <br /> granting or denial of applications for special permits shall remain with <br /> these Boards. <br /> Membership of the Design Review Committee shall consist of three persons.. <br /> one each from the Planning Board and Board of Zoning Appeals and a third <br /> member to be appointed by the Board of Selectmen. The Planning Board mem- <br /> ber shall be appointed by the Planning Board Chairman, and the Board of <br /> Zoning Appeals member shall be appointed by the Chairman of the Board of <br /> Zoning Appeals. The third member of the Design Review Committee shall be <br /> an architect, landscape architect or professional civil engineer registered <br /> in the Commonwealth of Massachusetts. In the event that no such person is <br /> available, the Planning Board shall retain for compensation the services of <br /> a registered architect, landscape architect or professional civil engineer. <br /> Compensation for such a person shall be set by the Planning Board and shall <br /> be covered by fees the Planning Board establishes for filing applications <br /> for special permits in the R-4, C-2, I-1, C-1, C-1-SV Incentive and C-1-0 <br /> Incentive Zoning Districts." <br /> Section 10.33: Delete the period at the end of the sentence and add the following: "ex- <br /> cepting that in Zoning Districts C-1, C-1-SV, C-1-0 and C-2 such signs <br /> shall not be higher than the highest point of the exterior wall to irhich <br /> it is affixed." <br /> Section 10.34: Add the following:. "Further provided that in the C-1, C-1-SV, C-1-0 and <br /> C-2 Commercial Districts the size of such signs shall not exceed 40 sq. <br /> ft:" <br /> Section 10.35: Add the following: "Further provided that in theC-1, C-1-SV, C-1-0 and <br /> C-2 Commercial Districts one free standing sign per road access point is <br /> permitted. Such signs may not exceed twenty-four (24) sq. ft. in size, <br /> nor a vertical dimension of 3 feet above average ground level, measured <br /> between posts where the sign is located. Such signs may not be closer <br /> than twelve (12) feet to any lot line." <br />
