The members of the Authority shall serve without <br /> compensation, but shall be reimbursed for expenses necessarily <br /> incurred in the performance of their duties. The Secretary- <br /> Treasurer shall execute a surety bond in the penal sum of fifty <br /> thousand dollars, 'such surety bond to be conditioned upon the <br /> faithful performance of the duties of his office to be executed <br /> by a surety company authorized to transact business in the <br /> commonwealth as surety, and to be approved by the attorney <br /> general and filed in the office of the state secretary. <br /> The Board of Selectmen may make, or the Board of Selectmen <br /> may receive, written charges against, and may, after hearing, <br /> remove, because of any inefficiency, neglect of duty and mis- <br /> conduct in office, or any of such causes, a member of the <br /> Authority elected by the town; provided that such members shall <br /> have been given, not less than fourteen days before the date <br /> for such hearings, a copy in writing of the charges against him <br /> and written notice of the date and place of the hearing to be <br /> held thereon, and at the hearing shall have been given the <br /> opportunity to be represented by counsel and to be heard in his <br /> own defense. Pending final action upon such charges, the Board <br /> of Selectmen may temporarily suspend such member; provided, <br /> that if they find that such charges have not been substantiated, <br /> they shall immediately reinstate him in his office. In case <br /> of any such removal, the selectmen shall forthwith deliver to <br /> the town clerk, for filing with the certificate and with the <br /> duplicate certificate, attested copies of such charges and of <br /> their finding theron. <br /> Section 2. The Authority is hereby authorized and empowered: <br /> (a) To adopt by-laws for the regulation of its affairs <br /> and the conduct of its business; <br /> (b) To adopt an official seal and alter the same at <br /> pleasure; <br /> (c) To sue and be sued, and to plead and be impleaded, <br /> in its own name; <br /> (d) To acquire, lease, hold and dispose of real and <br /> personal property and to construct and reconstruct on <br /> property so acquired, leased or held, a community center, <br /> in the exercise of its powers and the performance of its <br /> duties under this act; <br /> (e) To insure, maintain, repair and improve such center <br /> and operate the same for use primarily by individuals, <br /> and groups, in the Town of Mashpee, but not to the full <br /> exclusion of other individuals or groups to permit the <br /> use of such center or part thereof for such educational , <br /> recreational, social, civic, philanthropic and similar <br /> purposes as the Authority may deem to be for the interest <br /> of the people of said town. <br /> (f) To establish rules and regulations, and fix policies, <br /> for the use of such center and for the other purposes pro- <br /> vided for in .this act; <br />
