ARTICLE 12 . To see if the Town will vote to authorize the Board of Selectmen to sell or otherwise transfer or assign an easement for well , waterline and associated utility and access purposes to Fox Run Realty Trust , their heirs or assigns , said easement being on a portion of that land shown on the 1985 Mashpee Assessor ' s Maps as Map 62 , Plot 67 and more specifically described on a plan entitled "Water System Easement Plan for Willowbend" dated March , 1987 which is on file in the Town Clerk ' s office , Amended to delete : more specifically described and replace with "being substantially shown" Motion carries. . . . . . . . . . . . . . . . . . . . .Unanimous vote. . . . . . . . . . .8: 16 P.M. ARTICLE 13 . To see if the Town will vote to secure design , consulting and construction services to purchase and install a water supply system , including wells , water mains and all related equipment , and more particularly a well on a portion of .the parcel of land shown on the 1985 Mashpee Assessor ' s Maps as Map 87 , Plot 1 and water mains in certain public and private roadways and across certain public and private lands as shown on a plan entitled " Proposed Route 28 Water System " dated January , 1987 and on file in the Town Clerk ' s office , and to acquire by gift , purchase or taking by eminent domain any lands or easements necessary for such construction and that to accomplish said purpose , and for expenses incidental and related thereto , the Town vote to appropriate a sum of money ; and to raise such appropriation , the Treasurer , with approval of the Board of Selectmen , be authorized to borrow at one time , or from time to time , a sum of money under and pursuant to Chapter 44 , Section 7 , and Chapter 44 , Section 8 , subsections 1 , 3 , 5 , 7 , 7A and 7C of Massachusetts General Laws , or any other enabling authority , and to issue bonds or notes of the Town therefor , and further , to see if the Town will vote to appropriate and transfer from the Donation Account a sum of money to the Interest on Temporary Loans Account and a sum of money from the Donation Account to the Issuance of Debt Account ; and still further , to see if the Town will authorize the Board of Selectmen and/or Water Commissioners to apply for and accept Federal and/or State grants or loans to be applied by the Town toward the financing of the above items and to enter into contracts and aqreements with Federal and/or State agencies , other municipal agencies , private corporations or land owners or other entities or persons in connection with the construction of the above items or reimbursements to the Town of the costs associated with said construction or the acquisition of lands or easements necessary for said construction and to transfer any such wells , water mains , easements , necessary lands and other related items , along with any indebtedness of the Town incurred in relation to such items , to any municipal water district that may hereafter be established and to execute any and all instruments as may be necessary on behalf of the Town to effectuate any of the above items , and still further that approval of this article is contingent upon approval by the Town of Falmouth of the request of Santuit Woods Realty Trust , or its sucessors to connect the Winclnw Hpinhtc
