ARTICLE 13. amended to read : <br /> Tb see if the Town will vote to secure design, consulting and construction services <br /> to purchase and install a water supply system, including wells, water mains and all <br /> related equipment, and more particularly a well on a portion of the parcel of land <br /> shown on the 1985 Mashpee Assessor's Maps as Map 87, Plot 1 and water mains in <br /> certain public and private roadways and across certain public and private lands as <br /> shown on a plan entitled "Proposed Route 28 Water System" dated January, 1987 and <br /> on file in the Town Clerk's office, and to acquire by gift, purchase or taking by <br /> eminent domain any lands or easements necessary for such construction and that to <br /> accomplish said purpose, and for expenses incidental and related thereto, the <br /> Town vote to appropriate $1,280,586. and to raise such appropriation, the Treasurer, <br /> with approval of the Board of Selectmen, be authorized to borrow at one time, or <br /> from time to time, $1,280,586. under and pursuant to Chapter 44, Section 7, and <br /> Chapter 44, Section 8, subsections 1, 3, 5, 7, 7A and 7C of Massachusetts General <br /> Laws, or any other enabling authority, and to issue bonds or notes of the Town <br /> therefor with said indebtedness authorization contingent upon passage of a <br /> referendum to exclude the principal and interest on such debt from tax levy limitation <br /> imposed by Chapter 59, Section 21C of Massachusetts General Laws (so-called <br /> Proposition 2' ) and further, to see if the Town will vote to appropriate and transfer <br /> from the Donation Account $64,030. to the Interest on Temporary Loans Account <br /> and $6,403. from the Donation Account to the Issuance of Debt Account; and still <br /> further, to see if the Town will authorize the Board of Selectmen and/or Water <br /> Commissioners to apply for and accept Federal and/or State grants or loans to be <br /> applied by the Town toward the financing of the above items and to enter into <br /> contracts and agreements with Federal and/or State agencies, other municipal agencies, <br /> private corporations or land owners or other entities or persons in connection with <br /> the construction of the above items or reimbursements to the Town of the costs <br /> associated with said construction or the acquisition, of lands or easements necessary <br /> for said construction and to transfer any such wells, water mains, easements, <br /> necessary lands and other related items, along with any indebtedness of the Town <br /> incurred in relation to such items, to any municipal water district that may <br /> hereafter be established and to execute any and all instruments as may be necessary <br /> on behalf of the Town to effectuate any of the above items, and still further that <br /> approval of this article is contingent upon there being sufficient funds in the <br /> Donations Account at the time of borrowing to transfer to the Interest on Temporary <br /> Loans Account and the Issuance of Debt Account to defray Fiscal Year 1987 costs of <br /> the required borrowing. . <br /> Motion made and seconded. . . . . . . . .YES 164. . . .NO 4. . . . . . . . . . . . . . .8:39 P.M. <br /> f <br />
