to the SEMASS plant now being constructed. Article <br /> four specifically authorizes the Town to enter into <br /> an agreement with Falmouth and Sandwich. Falmouth <br /> voters have approved the project and it is before <br /> the Sandwich Town Meeting for action. Mashpee 's <br /> costs would be based upon the percentage of trash <br /> generated into the Town that would go through the <br /> station (approximately 198 if Sandwich joins and <br /> 148 if Sandwich declines to participate) . Falmouth <br /> would act as the "lead" town and would lease the <br /> site from the U.S. Government, borrow construc- <br /> tion funds, construct the station, insure it and <br /> operate it under direction of the Board of Managers. <br /> Once a town becomes a party to the agreement it <br /> remains bound to share the station's construction <br /> costs even if the town later stops using it. <br /> Article 5: <br /> To see if the Town will vote to authorize the Board of Selectmen to <br /> enter into a transportation contract with Bay Colony Railroad Corp. , <br /> or any other. railroad, for the purpose of transporting the Town' s <br /> solid waste from a railroad transfer station to be located at the <br /> Massachusetts Military Reservation to the SEMASS Resource Recovery <br /> Plant in Rochester upon such terms and conditions as the Board of <br /> Selectmen deems advisable, or take any other action relating thereto. <br /> Motion to accept as printed. . . .Motion carries. . . . . . . . . . .8:29 P.M. <br /> This companion article would allow the Town to <br /> contract with Bay Colony Railroad to transport <br /> the solid waste to Rochester. Although all <br /> details of the contract have not been finalized, <br /> the cost would be not more than $6 .89 per ton -_ <br /> the initial year with an inflation factor for <br /> subsequent years <br /> Article 6 : <br /> To see if the Town will vote to appropriate and transfer from the <br /> Stabilization Fund $171100;70r . any other sum, for the design of a <br /> solid waste transfer station to be constructed at the Massachusetts <br /> Military Reservation in accordance with a . intermunicipal agreement <br /> with the Towns of Falmouth and/or Sandwich for the purpose of <br /> facilitating the transfer of . the Town's solid waste to the SEMASS <br /> Resource Recovery Plant in Rochester, with said sum to be expended <br /> -10- <br />
