<br /> Explanation: This article would authorize the Board of Selectmen to purchase, on behalf of the Conservation
<br /> Commission, all or a portion of the last unprotected/undeveloped parcel of land on the Mashpee River. The
<br /> Trustees of Reservations, which owns the land on both sides of this parcel as part of its Mashpee River
<br /> Reservation, has agreed to purchase the western third of this property for one third of the purchase price of
<br /> $185,000. Of the remaining $123,333, the Town will apply for a $50,000 grant from Barnstable County's Cape
<br /> Cod Pathways program, which can be used toward the Town's match of a Massachusetts Self-Help program
<br /> grant,which would pay 52% of the cost of the portion of the property purchased by the Town, or$64,133, if
<br /> received. As a result, the Town may be able to acquire the proposed 2/3 of this property for$9200 of Town
<br /> funds,plus any costs for short-term borrowing while we await the state grant reimbursement.
<br /> Recommendation: Finance Committee recommends approval.

<br /> Motion: I move that the Board of Selectmen is hereby authorized and directed to acquire by gift, by purchase,
<br /> by eminent domain or otherwise, for conservation purposes, all or a portion of a certain parcel of land, being
<br /> that land shown on a"Plan of Land in Mashpee of Edwin White"by Charles Savery dated October 15, 1970,
<br /> also being shown on the 1997 Mashpee Assessors' Maps as Map 53, Block 2, containing 16.85 acres, more or
<br /> less,located between the Mashpee River and the west side of Meetinghouse Road,just north of the intersection
<br /> of the latter with Hanson Drive, which land shall be held in the care of the Conservation Commission pursuant
<br /> to Chapter 40, Section 8C of the Massachusetts General Laws, that the sum of$185,000 is hereby appropriated,
<br /> to be expended at the direction of the Board of Selectmen, to acquire the aforesaid property and to pay all other
<br /> costs incidental and related thereto, and that to meet this appropriation, the Treasurer, with the approval of the
<br /> Selectmen, is hereby authorized to borrow said sum under and pursuant to Chapter 44, Section 7 (3) of the
<br /> Massachusetts General Laws, or any other enabling authority, and to issue bonds or notes of the Town therefor,
<br /> that the sum of$400 is hereby raised by taxation and applied to the Issuance of Debt Account in connection
<br /> with the issuance of bonds or notes hereunder; that the Board of Selectmen and the Conservation Commission
<br /> are each authorized and directed to apply for and accept any and all Federal, State or County grants that may be
<br /> available for the acquisition of the aforesaid property and that the Board of Selectmen and the Conservation
<br /> Commission are each hereby authorized to enter into agreements and execute any and all instruments as may be
<br /> necessary or convenient in connection with the aforesaid land acquisition.

<br /> To see if the Town will vote to appropriate and transfer$67,500 from the Cranberry Bog Reserved Receipts
<br /> Account to the Conservation Lands Maintenance/Improvement Account, or take any other action thereto.

<br /> Explanation: The Town's share of the 1997 crop was approximately$97,500. It is intended that$67,500 be
<br /> transferred to the Conservation Lands Maintenance/Improvement Account which is used to buy, maintain and
<br /> to improve Conservation Lands.
