Memo
To: Town Manager
From:Town Planner Tom Fudala
CC: Selectmen, Trk
Date: 3-2-05
Re: Suggested Charter Amendment for May ATM Article
6
t,
f It is my understanding that amendments to the Town Charter are being considered
for a proposed may Town Meeting article. Please consider inclusion of the following,
which would correct the Charter's inaccurate representation of the powers and duties
of the Planning Board:
Amend Section 3-7(b) to read as follows:
"The powers and duties of the Planning Board shall be such as are stated in the
General Laws of the Commonwealth and in the Zoning and General By-laws of the
Town. In addition, it shall consider and advise upon municipal improvements at the
request of other Town officials, departments, boards or committees, or upon its own
initiative. The Planning Board may appoint a consulting engineer."
Except for the addition of a reference to the Town by-laws, this language is drawn
directly from the current Town Code (Sections 5-16 and 5-19).
1 understand that an amendment is being considered which would eliminate the
charter provision that prohibits persons from serving on more than one board and
would heartily support such a change, as it has created problems for many
committees and unnecessarily restricts the voters' and Selectmen's ability to pick
appropriate people to fill positions. ca
 o
w
W fT'1
W
t
0 Page 1
