ti 7: (h) He shall have general ,jurisdiction over .. . the rental and use of all to!�ln prepert-r = and facilities not specifically assign- ed to some town agency. He shall ' be responsible to assure that a property and facilities not specifi - cally assigned to some other town agen- cy are properly maintained and repair ( i ) He shall be responible for the nego- tiation ego- tiation of all conacts with town employees over wages, hours, and other terms and conditions of employment , except as otherwise provided by law. These proposed contracts shall be sub- .ject to approval and execution by the' Board of Selectmen . (j ) He may authorize any subordinate 'offt cer or employee of the town to exercise any power or duty which he is author ized to perform, provided, however, that all such acts which are performed under any such delegation shall be deemed to be his acts. (k) He shall perform such other duties as may be required of him by by-law, or by other town meeting vote , by vote of the Board of Selectmen , or otherwise . Section 2. 15.3 Acting Executive Secretary (a) Temporary Absence The Executive filed with the Board of Selectmen and a copy filed with the Town Clerk , des- ignate some qualified town officer or town employee to exercise the powers and to perform the duties of his office during his temporary absence . During the temporary absence of the executive secretary the Board of Selectmen may not revoke such temporary designation until at least ten working days have elapsed, whereupon it may designate some other qualified town officer or employee to serve as temporary execu- tive secretary until the executive secretary shall return and assume his _ duties.
