(b) Vacancy • � - Any vacancy in the office of executive secretary shall be filled as soon as pass ible by the- Boar-d 'of-.Satec pending such appointment the Board of Selectmen shall designate a qualified town 'officer or employee to perform the qqt i es of the executive secretary on -an acting basis. The -appointment of an acting executive s cretary shall be for a term not tc excee three months, pro— vi'ded, however , one renewal , not to exceed a second three months may be voted by the Board of Selectmen . The act-ing executive secretary shall be comp.ensated at the same level of pay , as the executive secretary but in no event to exceed the salary of the executive secretary. (c) Powers and Duties The powers of a temporary or acting executive secretary, under ( a) or (b) above , shall be limited to matters not admitting of delay. 2. 15.4 Removal and Suspension The executive secretary may be removed by a majority vote of the Board of Selectmen , for cause , after notice of the contemplated action has been given at least seven (7) days prior to the vote . Before the executive secretary may be removed from office , if he so demands, he shall be given a written statement of the reasons alleged for his removal , and shall have a right to be heard thereon at a meeting of the Board of Selectmen prior to a final vote on the question of his removal , but pending and during such hearing the Board of Selectmen may suspend him from office . The action of the Board of Selectmen in suspend— ing or removing the executive secre— tary shall be final , it being the i' intention of this provision to vest all authority and to fix all respon— si bi 1 i ty for such suspension or re— moval solely in the Board of Selectmen .
