Section 3.2.2 Requests for reimbursement shall be made on forms approved by the Board of Selectmen, and shall include at a minimum the following: date of travel, destination, purpose, odometer readings at start and end of trips, and signature of traveler. The Board of Selectmen is authorized to prepare a standard mileage schedule between the Town and other communities which shall be the basis of reimbursement for travel to points outside of the Town of Mashpee. Amended at Special Town Meeting, November 9, 1981 and approved by Attorney General February 16, 1982) . Section 3. 2 . 3 Transportation of Labor. Where it is necessary to transport by automobile or truck any laborers employed by any department of the town : a. The expense incurred shall be charged in as "Transportation of Labor. " b. All charges for transportation of labor shall be made on the basis of so much per hour or per day for the actual time consumed by the conveyance in transporting the labor . C. All expenses for transportation of labor shall be charged against the appropriation for that departmental work 'on which the transported laborers are employed. Section 3. 2 . 4 Trucking. Any automobile or truck employed by the town and carrying one or more laborers whose work is connected directly with the operation of the truck, or any apparatus or materials carried by the truck, shall be charged under "trucking" at so much per hour or day, and shall not be entitled to any additional charges for transportation of labor or materials. Section 3. 2 . 5 ' Retroactive Reimbursement . Any change in the rate of compensation for travel allowance shall be effective immediately upon its adoption by vote of town meeting subject to approval as required by the General Laws, and any payment increase hereunder shall not be paid until said approval is obtained and published. Article 3. 3 Annual Town Audit. Section 3. 3. 1 Audit by State. There shall be an annual audit of x the Town ' s Accounts under the supervision of the Director of Accounts of the Department of Revenue, z in accordance with the provisions of Section 35, i Chapter 44 , General Laws . Section 3. 3 . 2 Audit by Town. In the event the Department of Revenue ' is unable to perform an annual audit of the Town ' s Accounts , the Selectmen may engage a Certified PubL;ic Accountant to perform a town audit . 'Article 3. 4 Annual Inventory. All department heads of the Town shall prepare and submit to the Selectmen between May 15 and no later than' June 30 of each year, a complete inventory of all town-owned property for which their department is responsible. 16 - f
