i <br /> rticle 3. 5 Disposal of Town L u ment . As authorized in Chapter 40, <br /> Section 21 , Clause 11, of the General Laws, any equip- <br /> ment to be disposed of by various officers or departments <br /> of the town shall first be offered to any other office <br /> or department of the town who may require it . <br /> rticle 3. 6 Capital Improvement Program (CIP) <br /> I <br /> ection 3. 6. 1 A committee to be known as the Capital Program Committee <br /> shall be established to prepare a Capital Improvement <br /> Program (CIP) , shall perform the duties as specified <br /> in the following sections and shall consist of five j <br /> residents of the Town, who shall be appointed in the <br /> manner as specified in the following sections . <br /> ection 3. 6. 2 The Committee shall study proposed capital outlays <br /> involving the acquisition of land or an expenditure <br /> of $10, 000 having a useful life of at least three years . <br /> All officers , boards, and committees, including the <br /> selectmen and school committee, shall by September 1st <br /> of each year give to such committee, on forms prepared <br /> by it, information concerning all projects anticipated <br /> by them, i. e. , involving the acquisition of land or an <br /> expenditure of $10 , 000 Laving a useful life of at least <br /> three years . The committee shall consider the relative <br /> need, timing, and cost of these expenditures and the effect <br /> each will hz3ve or th financi�_1 position of the Town. <br /> ection 3. 6. 3 The Committee shall prepare an annual written report <br /> containing a capital improvement program budget of such <br /> outlays for the first year for presentation to the Finance j <br /> Committee for inclusion in its report to the annual town <br /> meeting, and also a capita_ improvement program for the I <br /> following three years for adoption by the Town at the f <br /> annual meeting , w-.th explanation thereof. The Committee <br /> may make such investigations and hold such hearings as it <br /> may deem necessary, but shall hold at least one public j <br /> hearing manually 01,i-ring the commiCtvee ' s deliberations <br /> on capital projects, said hearing to be held following <br /> notice publisLed in a nes,spape�r of general circulation <br /> in the Town. <br /> etion 3. 6.4 Such capital improvement program after its adoption <br /> by Town Meeting action shall permit the expenditure I <br /> on projects included therein of sums from departmental <br /> budgets for survey , engineering advice, options or i <br /> appraisals which may be expended for projects listed <br /> -thereon but no such expenditure shall be incurred on <br /> projects which have not been so approved by Town <br /> Meeting action. Such expenditures may also be made as <br /> to projects approved by the Town through the appropriation <br /> of sums in the current of prior years and also for <br /> preliminary planning for projects to be undertaken more <br /> than three years thence .
