4 . Drainage Structures - An important secondary source of <br /> ground and surface water pollution is road runoff . It <br /> is important- to provide a system design which minimizes <br /> clogging of leaching structures so that basins do not <br /> overflow allowing drainage flows to run overland <br /> directly into the pond and perhaps causing erosion along <br /> the way. We recommend a design which employs a trapped <br /> manhole where solids can settle with an outlet to a <br /> leaching facility. A regular program of basin cleaning <br /> is also advised. <br /> 5 . Prohibit Buried Fuel Tanks - Fuel tanks are subject to <br /> deterioration and rupture whether they are commercial or <br /> residential . In fact , residential tanks when buried are <br /> more easily forgotten and less regularly monitored than <br /> are commercial installations . If tanks are installed <br /> where visible , leaks are much less apt to go <br /> undetected . This prohibition should apply to tanks for <br /> both heating and vehicular fuels . <br /> 6 . Discourage Use of Phosphate Detergents - Although deed <br /> restrictions prohibiting phosphate detergents on a <br /> development by development basis are often <br /> unregulatable, an education program by a homeowners <br /> association would be helpful . Educational information <br /> should be available from CCPEDC 's 208 program or from <br /> various planning agencies on Long Island, New York . <br /> 7 . Prohibit Use of Herbicides or Pesticides In the Devel- <br /> opment Except by Properly Licensed Personnel - Such a <br /> regulation will reduce the probability of an accidental <br /> Spill or over application entering the groundwater or <br /> suface waters of Ashumet Pond and of accidental destruc- <br /> tion of important pond bank vegetation. <br /> 8. Limit Use of De-iters - With the exception of severe <br /> icing events , no de-icing chemicals should be allowed. <br /> Sand is actually sufficient for road safety under most <br /> local winter weather conditions. Homeowners do need to <br /> be alerted to this practic however . This will limit the <br /> introduction of salt based compounds to ground and <br /> surface waters and will limit vegetative damage as <br /> well . Streets should be swept in the spring to remove <br /> excess sediment and protect swales and catch basins from <br /> sediment overloading . <br /> 9 . Prohibit Use of Chemical Dust Control Agents During <br /> Construction - This includes petrochemicals . Water can <br /> be used successfully to inhibit dust during construction <br /> should it become problematic . <br />
