BOARD OF APPEALS <br />MINUTES <br />February 1, 1989 <br />At 7:30 p.m. on Wednesday, February 1, 1989 the Board of Appeals <br />held a meeting at the Mashpee Town Hall. Board members present and <br />acting throughout were: William Hanrahan, Cheryl Hawver, Michael <br />Makunas and Richard Halpern. <br />There were no public hearings. <br />Matilda T. Lizak - Requests a Special Permit under Section 6.3.D.1 <br />and Section 6.3.E.1 of the Land Use Regulations for permission to <br />build office and retail sales space in a C-2 zoning district on property <br />located at 486 Main St. Route 130 (Map 27, Lot 123) Mashpee, MA. <br />(Special Permit granted November 8, 1988 subject to landscape bond <br />estimates to be submitted). <br />Members sitting: W. Hanrahan, M. Makunas, E. Govoni <br />The Board reviewed the landscape estimates received from Mahoney's <br />Two Nursery. Mr. Hanrahan stated that the estimates included plant <br />materials only and did not include planters and labor. Mr. Makunas <br />moved to set the landscaping bond amount at $7,500.00. Mr. Hanrahan <br />• agreed. <br />'George H. Twomey - (Owner of record: South Cape Industrial Park) <br />Requests a Special Permit under Section 6.3.G of the Land Use Requirements <br />for permission to construct a storage building in an I-1 zoning district <br />on property located at 33 Industrial Drive (Map 88, Lot 33) Mashpee,MA. <br />(Special Permit granted January 11, 1989 subject to Board of Health <br />restrictions). <br />Members sitting: W. Hanrahan, M. Makunas, C. Hawver <br />Members of the Board reviewed the stipulations received in a memo from <br />the Board of Health. Elias A. McQuaid, Agent for the Board of Health, <br />stated that the commercial lot in question is located in a well water <br />recharge area and in an attempt to protect Mashpee's groundwater <br />drinking supply the Board of Health requested prohibition of vehicle <br />oil changes on site, laundering of linens, floor drains, washing of <br />tents and vehicles and the installation of "MDC" type road drains in <br />the parking area. The Board of Health also requested an occupancy limit <br />of 25 employees. <br />Mr. Makunas moved to include the Board of Health restrictions per <br />Mr. McQuaid's memo of 1/18/89 in the Decision for a Special Permit. <br />Mr. Hanrahan seconded. All agreed. <br />Annual Town Meeting and Annual Reports - There was discussion of <br />the job responsibilities of the Board Secretary to the Board of Appeals <br />and the number of hours required to complete the work. Mr. Halpern <br />recommended that the Board present an article for the Annual Town Meeting <br />requesting an additional 20 hours of secretarial time per month. <br />
