BOARD OF SELECTMEN <br /> MINUTES - REGULAR SESSION <br /> MONDAY, MARCH 19, 1990 <br /> PAGE THREE <br /> NEW BUSINESS <br /> 1 . CHANGE IN SCOPE FOR ARCHITECTURAL CONTRACT - Bill Jones of <br /> the School Building Committee attended to discuss Change <br /> Order #01 for Surveying and geotechnical work outside <br /> Carlson Associates, Inc. <br /> Mr. Lawrence questioned the fact that Town Counsel approved <br /> the Carlson Associates , Inc. contract on February 26, 1990 <br /> and the Board of Selectmen voted to accept the contract on <br /> February 26, 1990 and Carlson Associates prepared a bill on <br /> February 28, 1990. Mr. Lawrence asked how Carolson could <br /> have spent $49,000 in two days? Mr. Jones stated that <br /> Carlson Associates was moving ahead at its own risk since <br /> they were working against a schedule, in order that work <br /> would be completed in time for Annual Town Meeting. Mr. <br /> Lawrence stated that he felt that the Committee put the <br /> Town at risk by allowing Carlson Associates to proceed <br /> without a contract. <br /> Mr. Reardon stated that the Committee had no authority to <br /> bind the Town, but that Carlson Associates could not have <br /> brought suit against the Town had the Board chosen not to <br /> approve the contract. <br /> Mr. Hanson moved to deny Change Order #01 submitted by the <br /> School Building Committee and that Town Counsel respond to <br /> Mr . Lawrence's questions relative to the provisions of the <br /> contract. Mr. Lawrence seconded the motion. All were in <br /> favor. <br /> Mr. Hanson stated that. he was distressed at the speed at <br /> which the Committee was moving forward. Mr. Hanson also <br /> asked why the Committee had never had presented the <br /> Selectmen with a schedule. <br /> Mr. Harrington was directed to schedule a meeting with the <br /> Committee and to request a report from the Committee of <br /> what their perception of what the timetable is and what <br /> the mandate was. Mrs. Jacobson requested that this <br /> information be made available next week. <br />
