Board of Selectmen <br /> Minutes 4 <br /> February 2, 1998 <br /> APPOWTMENTS AND RIN <br /> Town Planner re• Comprehensive Plan Land Use and Growth Management* <br /> Tom Fudala,the Town Planner and Planning Board members,Patrick Coffey and <br /> Chance Reichel were present to discuss the Land Use and Growth Management <br /> element of the Local Comprehensive Plan with members of the Board and <br /> interested public. <br /> The land use and growth management element was deemed as the most crucial <br /> section of the proposed plan by Planning Board Chairman, Patrick Coffey. <br /> The sixteen part plan will be brought before the voters at the May Town Meeting. <br /> The main goal of this important element will control growth to maintain the <br /> Town of Mashpee's rural small town resort character explained Mr. Coffey. <br /> The plan has proposed a maximum build-out of 15,000 year round residents <br /> to protect open space. The plan has proposed to maintain a summer population <br /> of 30,000 in a build-out scenario. <br /> The Board is in support of the build-out scenario of 15,000 for the year round <br /> population as proposed to protect the rural character of Mashpee and to maintain <br /> open green space. <br /> Mr. Coffey indicated that the town needs a plan like this to negotiate development <br /> agreements, and to charge impact fees on developments. Our rationale and <br /> connection will require the developer to assume costs for traffic improvements, <br /> classrooms, and infrastructure improvements noted Mr. Coffey. <br /> A public hearing will be scheduled on February 18, 1998 to obtain additional <br /> input before the plan is submitted to the Cape Cod Commission for preliminary <br /> certification. An additional public hearing will be held after the Commission's <br /> review. The information will then be published prior to Town Meeting. <br /> Mr. Coffey indicated that the plan is a base planning document that simply <br /> suggests. The document will not be a mandated regulation or law. There is <br /> a mandated overall review of the plan every five years noted Mr. Coffey. <br /> Discussion followed with regards to incentives for retirees. It was noted that <br /> only 18% of senior citizens reside in Mashpee. An average Cape town is <br /> comprised of approximately 28%of citizen retiree's. <br />
