Board of Selectmen <br /> Minutes 4 <br /> January 5, 1998 <br /> OLD BUSINESS_ <br /> b ac -Wakft Pond Study-Request for Additional Services: <br /> The Board received information relative to Pond Level Management for <br /> Mashpee-Wakeby Pond as a result of a study performed by Horsley and <br /> Witten,Inc. of Sandwich. (enclosed) <br /> The firm was hired by the town to review the rise in water levels, and the <br /> role of the small dam that controls pond water flow. The report indicates that <br /> the level of the pond can be controlled without hurting the nearby herring run <br /> and area wetlands informed Mr. Whntenour. <br /> Recommended Management Actions both long and short term include; <br /> Clean out the spillway <br /> Taking accurate dimensions of the spillway and prepare as-built plan <br /> Establish clear responsibility for maintaining the spillway <br /> Calibrate flow rate versus the height of water flowing over the boards <br /> Establish the "design"elevation for the pond under various conditions <br /> Assign responsibility for maintaining elevations of the pond <br /> Maintain flow through manipulation of the spillway at Mashpee-Wakeby <br /> The calibration flow rate analysis is a component of the study. Data will support <br /> a public hearing regarding a Notice of Intent for the management of pond levels <br /> at Mashpee-Wakeby Pond informed Mr. Whritenour. <br /> The Conservation Commission has voted to compensate Horsley and Witten <br /> up to $3200 for the additional work. It is hopeful that the calibration analysis <br /> will begin soon after the town has cleaned the spillway area. Mr. Whritenour was <br /> directed by the Board to coordinate resources with Horsley and Witten, and the <br /> Cape Cod Mosquito Control District to begin the clean-up process. The District <br /> is expected to assist the town in cleaning the spillway. All correspondence <br /> regarding this matter is expected to be documented for public review. <br /> Motion made by Selectman Caffyn to approve and compensate Horsley and <br /> Witten,Inc. for a sum not to exceed; $3200 to complete additional analysis <br /> and calibration measurements on Mashpee-Wakeby Pond as defined. <br /> Motion seconded by Selectman Marsters. <br /> VOTE: Unanimous. 5-0. <br />
