Board of Selectmen <br /> Minutes 5 <br /> January 5, 1998 <br /> PUBLIC COMMENT <br /> None at this time. <br /> OLD BUSINESS: <br /> Personnel Dega=ent Study 13enort. <br /> Marilyn Farren,Personnel Administrator was present to discuss the Personnel <br /> Department Study of November 17, 1997 with the Board of Selectmen. It was <br /> noted that the Executive Secretary,Robert Whritenour, and Assistant to the <br /> Executive Secretary,Joyce Mason assisted the Personnel Administrator to review <br /> the current structure of the town's personnel administration function. <br /> A summary of the role of the Personnel Board, and recommendations regarding <br /> the most efficient and effective methods for organizing this function was <br /> examined. <br /> Data was gathered from area municipalities, the Massachusetts Municipal <br /> Consulting Group,Department Heads and the Personnel Board. <br /> Mrs. Farren discussed the major functions and legal basis of the Personnel Board. <br /> The legal liability issues associated with the recruitment process, equal employ- <br /> ment opportunity and workplace harassment creates a complex issue. <br /> Based upon the increasingly complex and legalistic environment in which the <br /> Personnel Board operates, the use of the professional staff of the Personnel Office <br /> is clearly the most efficient and effective method to carry out these tasks in lieu of <br /> a volunteer Personnel Board indicated Mrs. Farren. <br /> Mr. Whritenour agreed, and stated that the need for a Personnel Board is <br /> limited. Appointment authority, policy-making and oversight areas are <br /> functions of the Board of Selectmen. <br /> Selectman Caffyn disagreed. The Personnel Board, membership present and <br /> past have been outstanding. The Board of Selectmen have little input into <br /> the process, and should be notified of interviews. Selectman Caffyn stated that <br /> the report is a disappointment, and suggested to keep the Personnel Board as <br /> it presently exists, in place. The cost of increased personnel was also discussed. <br />
