9
Board of Selectmen
Minutes
January 22,2001
I
COMMUNICATION AND CORRESPONDENCE:
Board of Health—Transfer Station Operations:
The Board of Health requested clarification with respect to the authority,
which directs the daily operations, duties, administration and maintenance
of the Transfer Station.
As per the Selectmen's joint meeting with the Board of Health held on
July 10, 2000, the issue of the Transfer Station management possibly
being brought under the Town's administration through the Department of
Public Works was discussed. It was agreed that both Boards' would work
towards familiarizing themselves with the operation and set July 1, 2001
as the deadline to work towards making the transition. It was further
agreed that the Board of Selectmen would continue to oversee the contract
and funds associated with the Transfer Station operation, with the Board
of Health overseeing the day to day tasks.
Board of Health—Transfer Station/Landfill Engineering Services:
The Board of Health has recommended that Green Seal Environmental
perform professional engineering services for environmental monitoring
and inspection of the Transfer Station/Landfill for fiscal year 2002.
In response, the Board of Selectmen agreed to develop a Request for
Proposal(RFP) for Landfill Engineering Services, Monitoring and
Inspection to obtain a more competitive bid.
Transfer Station—Draft Policy Emergency Procedures/Closure:
The Selectmen agreed to develop policy with respect to emergency
procedures and related closure of the Town Transfer Station. The matter
will be reviewed with the general contractor handling the daily operations.
As a result of a recent storm, debris was deposited in areas outside of the
Transfer Station due to the closure. Costs associated to the clean up as
well as Monday holidays and Tuesday closures will be further reviewed.
