13 <br /> Board of Selectmen <br /> • Minutes <br /> September 9, 2002 <br /> OLD BUSINESS: <br /> Public Forum Discussion: <br /> The Board reviewed Draft#3, a document dated September 9, 2002 <br /> relative to the Selectmen's Public Forum on Sovereign Nation <br /> Recognition. <br /> The intent of said forum is to educate the Board of Selectmen and general <br /> public concerning the process and act of Sovereign Nation Recognition by <br /> the Department of the Interior (Executive Branch) or by action of <br /> Congress (Legislative Branch). Clarification of the legal, economic, social <br /> and cultural implications, benefits and detriments to the Town of <br /> Mashpee, Cape Cod as a whole and the members of the Mashpee <br /> Wampanoag Tribal Council. <br /> The Board of Selectmen will contract with two professional, qualified <br /> experts on the subject of Sovereign Nation Recognition who can discuss <br /> • the benefits, detriments and ramifications of this status from opposing <br /> positions. The Board of Selectmen will be the primary questioners and <br /> may personally address questions to the"experts". The recommended <br /> speakers are Kay Davis and Dr. James Lynch. <br /> Motion made by Selectman Leveille to employ the services of Kay <br /> Davis and Dr. James Lynch for the Selectmen's Public Forum on <br /> Sovereign Nation Recognition. <br /> Motion seconded by Selectman Green. <br /> VOTE: Unanimous. 40. <br /> The Chairman of the Board of Selectmen will serve as moderator for this <br /> Board sponsored event or the Board of Selectmen will choose a qualified, <br /> impartial moderator to conduct this forum. Two names are currently <br /> under consideration. <br /> The Selectmen unanimously agreed to direct Selectman David Leveille <br /> and Selectman George Green to go forward to conduct interviews with the <br /> two individual moderators under consideration. It was also agreed that <br /> perimeters would be discussed with an independent moderator on the <br /> forum to be conducted by the Board of Selectmen to educate the Board of <br /> Selectmen in public session and also for the purpose of disseminating <br /> • information the public on this matter. <br />
