4 <br /> <br />Board of Selectmen <br />Minutes <br />January 9, 2017 <br /> <br />APPOINTMENTS AND HEARINGS <br /> <br />Finance Team review of pros/cons of taxing to levy limit: (continued) <br /> <br />The Financial Team was noted to have discussed the wastewater/cleanwater issue for a number <br />of years. It has been determined the town does not have the levy capacity to fund a sewer <br />department within itself, and discussions have realized the project should be funded within a <br />district such as a water/sewer district. <br /> <br />In closing it was agreed the open and informed discussion has given added judgements from a <br />professional perspective such as protecting the town’s bond rating and how to minimize the <br />impacts to the taxpayer. <br /> <br />Rodney C. Collins, Town Manager indicated he has trust, respect and confidence with regards to <br />the financial opinion of the Financial Team. This discussion has brought forth sound, accurate, <br />and detailed guidance. Town Manager Collins recommended the Board of Selectmen set <br />priorities, and think outside of the box in terms of efficiency and cost effectiveness, and of what <br />can be done what should be done. Town Manager Collins stated he is looking at budget <br />reductions now, and has difficult choices to discuss with Board of Selectmen and Finance <br />Committee. The town is looking to sharpen its pencil, while continuing management in a <br />fiscally prudent approach and at times, thinking outside of the box in terms of priorities. <br /> <br />It was also agreed this exercise begins to set the agenda for the public by giving advance <br />notification of the financial future and plans for the Town of Mashpee. <br /> <br />COMMUNICATIONS AND CORRESPONDENCE <br /> <br />Correspondence from Department of Environmental Protection (DEP) reference analytical <br />results: <br /> <br />Correspondence was received from the Department of Environmental Protection (DEP) dated <br />December 23, 2016 relative to the annual residential well sampling associated with the long term <br />monitoring program for the J. Braden Thompson Road site located in the Towns of Sandwich <br />and Mashpee. A copy of the report was included in the communication. MassDEP will continue <br />to sample the residential wells in the vicinity of the site on an annual basis and notify the <br />residents of the sampling results. There was no action required of the Board of Selectmen. <br /> <br /> <br /> <br /> <br /> <br />
