Board of Selectmen <br />Minutes <br />April 11, 2016 <br />Public Hearing: Plan of Reorganization. Establishment of Department of Natural Resources and <br />Transfer of Harbormaster and Shellfish Constable from the Police Department. Town Manaeer: <br />(continued) <br />The article recommended by the Board of Selectmen by a vote of 5-0 appears on the Special Town <br />Meeting Warrant of Monday, May 2, 2016 as Article #3. Approval of this article to authorize the <br />creation of a new department, and new position, and would protect, preserve and enhance a healthy <br />ecological function of the Town's natural resources to include the shellfish and finfish populations, <br />protecting the safety of persons and vessels using Mashpee waterways, and support the implementation <br />of the Shellfish and Water Quality Monitoring components of the Mashpee Comprehensive <br />Wastewater and Nitrogen Management Plan. Duties and responsibilities relative to shellfish <br />propagation, water quality monitoring, shellfish and waterways enforcement, moorings, and <br />navigational aids would all be transferred to the Department of Natural Resources. <br />The Board opened the Hearing to solicit comment. Being none, the Selectmen took the following <br />action; <br />Motion made by Selectman Sherman to close the Public Hearing. <br />Motion seconded by Selectman Cotton. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Cahalan, yes Selectman Sherman, yes Selectman Gottlieb, yes <br />Selectman O'Hara, yes Selectman Cotton, yes Opposed, none <br />Motion made by Selectman Gottlieb to support Article 93 of the Special Town Meeting warrant <br />proposed for the Reorganization of Town Government for the creation of a Department of <br />Natural Resources, and new position Director of Natural Resources as referenced. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Cahalan, yes Selectman Sherman, yes Selectman Gottlieb, yes <br />Selectman O'Hara, yes Selectman Cotton, yes Opposed, none <br />Community Rating Svstem. Shannon Jarbeau: <br />Letter to FEMA. Town Manager: <br />Clayson Nicholson and Shannon Jarbeau were in attendance to review the Community Rating System <br />(CRS), a voluntary incentive -based program that helps to reduce increasing costs of flood insurance <br />caused by rate reforms and map changes. The CRS is a part of the National Flood Insurance Program <br />(NFIP) to reduce and avoid flood damage. Flood insurance is required for all properties having a <br />federally -backed mortgage located in a flood plain. <br />
