Board of Selectmen <br />Minutes <br />April 11, 2016 <br />Communitv Rating Svstem. Shannon Jarbeau . Letter to FEMA. Town Manager: (continued) <br />To gain acceptance into the program, a Letter of Intent to participate in the program is required. Mr. <br />Nicholson is the CRS Coordinator who would be assigned to assist the Town of Mashpee through the <br />process. This includes assistance with the annual recertification as well as finding methods to improve <br />flood insurance discounts. Currently Mashpee has 400 residents with NFIP policies that would benefit <br />from a CRS discount. There is no cost to the Town for this program. <br />Mr. Nicholson indicated the Town of Mashpee would most likely earn a rating of a Class 8, and <br />possibly a Class 7. In Massachusetts communities, a Class 7 rating is deemed the highest available <br />rate due to the wind code relative to speeds and resistance. It was noted that a town can only improve <br />their rating once per year. To change a rating less than a Class 7, it would be necessary to petition the <br />state. A Class 8 rating brings forth a 10°/a discount reflective of a $60,000 overall savings which <br />relates to an estimated savings of $188 per policy holder. <br />A Class 7 Rating would allow for a 15% discount, a total savings of $87,000, and an average per <br />policy savings of $282 per holder. Currently, four Cape towns are participating in the Community <br />Rating System. <br />Motion made by Selectman Gottlieb to send the Letter of Intent as dated April 11, 2016 to <br />FEMA to participate in the Community Rating System, and further obtain additional <br />information regarding the wind code and steps to obtain a Class 7 rating as well as further rating <br />initiatives to improve upon discounts and savings. <br />Motion seconded by Selectman Sherman. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Cabalane, yes Selectman Sherman, yes Selectman Gottlieb, yes <br />Selectman O'Hara, yes Selectman Cotton, yes Opposed, none <br />Shannon Jarbeau - High Water Mark Project, Memorandum of Understanding: <br />Shannon Jarbeau reviewed the High Water Mark Initiative, a voluntary FEMA program that earns <br />Community Rating System (CRS) credit. This program is a part of the National Flood Insurance <br />Program (NFIP) and promotes awareness of flood risk and encourages action to mitigate that risk. <br />It was explained that FEMA provides a town with funding for sign printing, and a sign template. <br />Participating towns are required to assist in determining sign locations, sign installation, perform flood <br />related mitigation actions and participate in the sign launch event. The County will provide support for <br />sign design, height, locations, and the sign launch event. To participate in the launch which is <br />scheduled to be held in June, the Town of Mashpee would be required to execute a Memorandum of <br />Understanding. <br />
