Board of Selectmen <br />Minutes <br />April 11, 2016 <br />Certification of Selection Process for Water Ouality Monitorine Technician: <br />Scott Carline, Chief of Police was in attendance to review the hiring process for the position of Water <br />Quality Monitoring Technician. The uniformed process was outlined in a memorandum addressed to <br />the Town Manager dated April 6, 2016. On March 10, 2016, the oral board consisting of the Shellfish <br />Constable, Selectman Gottlieb and the Conservation Agent ranked the candidates in order of <br />preference. The top candidate was identified as Ashley Harrigan. <br />Motion made by Selectman Sherman to certify and confirm the appointment of Ashley Harrigan <br />as the Water Quality Monitoring Technician as recommended. <br />Motion seconded by Selectman Cotton. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Cahalan, yes Selectman Sherman, yes Selectman Gottlieb, yes <br />Selectman O'Hara, yes Selectman Cotton, yes Opposed, none <br />COMMUNICATIONS & CORRESPONDENCE <br />Town Manaeet's Joint Statement: <br />Rodney C. Collins, Town Manager presented a Joint Statement to the Board relative to the Governor's <br />innovative "Community Compact" Program for participation by municipalities in the Commonwealth. <br />The voluntary program identifies a number of alternative best practices areas in which municipalities <br />may partner with representatives from the Commonwealth to improve and enhance management <br />practices for more efficient and effective operations. <br />The Town Managers/Administrators of the Towns of Bourne, Falmouth, Mashpee and Sandwich have <br />met to discuss the concept of joining in an innovative regional grouping, and are proposing to focus on <br />opportunities to expand municipal collaboration with State and Federal officials representing military <br />services functioning at Joint Base Cape Cod. <br />A Joint Statement from administrators sharing municipal boundaries with Joint Base Cape Cod (JBCC) <br />was presented to the Board for approval. This is an opportunity for all four municipalities to work <br />collaboratively on matters of common interest, including facilitating the vitality of JBCC. <br />Motion made by Selectman Gottlieb to concur with the Town Manager's proposal to participate <br />in the Community Compact Program authorizing the Joint Statement of interest. <br />Motion seconded by Selectman Sherman. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Cahalane, yes Selectman Sherman, yes Selectman Gottlieb, yes <br />Selectman O'Hara, yes Selectman Cotton, yes Opposed, none <br />
