Board of Selectmen <br />Minutes <br />April 11, 2016 <br />Freedom Rows — Use of John's Pond: <br />Freedom Rows is a national program that meets the needs of the military as a form of psychological <br />and physical therapy. The program is being established under the umbrella of the U.S. Rowing; <br />Freedom Rows program. It has been determined that John's Pond is the most optimum site as it is in <br />close proximity to Joint Base Cape Cod offering beach access, and parking. The proposed location for <br />the use of John's Pond is in the northern beach/parking area. <br />A letter of support was received from the Cape Cod Veterans, Inc. of Dennis Port, MA dated April 11, <br />2016 with respect to this regard. The program would help Veterans and Active Duty members to <br />improve their physical and psychological wellbeing. (Attachment) <br />Correspondence was received from Andrew McManus via email dated April 7, 2016 relative to the <br />Freedom Rows program at the John's Pond public beach. June Richard was in attendance on behalf of <br />Freedom Rows Cape Cod to review the proposal planned for a Military and Adaptive/Para Rowing <br />Program. It was noted the applicant was before the Board of Selectmen last year, and there were <br />requirements with respect to obtaining proof of liability insurance naming the Town of Mashpee as the <br />additional insured and the need for seasonal docks/structures to be placed at the beach at John's Pond <br />away from the public beach area for this program. <br />Conservation Agent McManus indicated in his memorandum the placement of structures in the area <br />would require a permit application with detailed information regarding the size and location of the <br />structures being proposed. <br />A Memorandum of Understanding prepared by Town Counsel was presented to the Board of <br />Selectmen for additional review. In the application package was a certificate of liability insurance <br />naming the Town as the certificate holder. However, at this time the Board of Selectmen has not <br />obtained approval from the Town's MIIA Insurance. Rodney C. Collins, Town Manager <br />recommended the Board approve the Freedom Rows Program conditional upon the MIIA granting <br />approval for the Town to proceed. <br />Motion made by Selectman O'Hara to approve the use of John's Pond for the Freedom Rows <br />Cape Cod program pending a favorable response from the Town's MITA Insurance. <br />Motion seconded by Selectman Sherman. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Cahalan, yes Selectman Sherman, yes Selectman Gottlieb, yes <br />Selectman O'Hara, yes Selectman Cotton, yes Opposed, none <br />
